Katie Smith 0f0b8b8ae4 Move back link outside of main where it was used in the page header
The page_header macro includes an optional back link. Since the
page_header is always used inside `<main>`, where the back link should
not be, this stops setting the back link in the page header and instead
sets it in the new `backLink` block.

Tom Byers ab8a68ccd1 Remove jobs/_scheduled.html template
From what I can determine, the last include for
this template was removed in:

https://github.com/alphagov/notifications-admin/pull/3338

This assumes that it should have been removed then
so removes it now.

We need a place where people can get into the contact list journey. This
is going to be the uploads page, because that’s where stuff you upload
lives.

At the moment this is platform-admin only, until we’re ready to launch
the feature.

Chris Hill-Scott 3c3355536e Say ‘recently’ not ‘yet’ because jobs aren’t forever
We’re going to change the jobs page so that it only shows jobs within
the last n days (your data retention)1.

This will match how long uploaded letters stick around for.

Therefore it’s not accurate to say ‘yet’, because that implies all-time.
Since the data retention for different channels could be different it’s
hard and maybe unhelpful to give an exact time period. ‘Recently’ is
content we used here before, but then changed.

Chris Hill-Scott 3df3db1609 Fix navigation around uploads and jobs
The uploads and jobs page should start showing in the _Uploads_ menu on
the left hand side.

If you’ve navigated to a job from the uploads page (ie you haven’t got
to that page because you’ve just sent the job) then you should see a
link back to the uploads page.

Chris Hill-Scott e638b68af1 Add some more content to the empty page state
We think that we need to make it clear what the difference between
uploading a letter and uploading a spreadsheet is, and where you go to
do each.

We get some confusion about uploading being behind the ‘Send’ button on
the template page. There’s some concern that launching the upload page
will increase this confusion, unless we head it off with some messaging.

Chris Hill-Scott f2f531a7e6 Summarise scheduled jobs on the dashboard
Scheduled jobs push everything else on the dashboard down, which makes
them very prominent. This is exacerbated by people scheduling more jobs
simultaneously than we expected when we originally designed the feature.

We also want to remove all jobs from the dashboard, in favour of putting
them on the uploads page.

So this commit replaces them with one of our new dashboard banners (used
for received text messages in returned letters) which summarises:
- how many scheduled jobs you have
- when the first one is going out (i.e. how long you have to stop it, if
  you need to)

Chris Hill-Scott 3dab9c2915 Refactor to make it logic clearer
The logic around what gets shown on the uploads page was hard to follow.
This commit makes three changes to hopefully make it easier:
- remove the passing-around of a string containing the contents of a
  rendered partial
- encapsulate everything in one `show_scheduled_jobs` variable, rather
  than mixing between `scheduled_jobs` and
  `current_service.scheduled_jobs`
- adds a comment to explain why we still render `_jobs.html` even when
we know we have no jobs

Chris Hill-Scott c20ec82cd2 Show scheduled jobs on page one of the uploads page
This is the same thing we do for caseworking users who don’t have the
dashboard. Since we’re going to summarise scheduled jobs on the
dashboard instead of listing them they need to be listed here instead
(which is where we’ll link to from the dashboard).

Design of this will probably evolve as we work out how to style single
letter uploads and letter jobs, but that’s OK for now because no-one
has the uploads page at the moment.

Katie Smith f3bb93f460 Replace straightforward buttons and links styled like buttons
This replaces the buttons that aren't part of a macro and that we don't
need to write additional styles for with their govuk-frontend equivalent.

There were some links that were styled to look like buttons, so these
have also been replaced with the new govuk-frontend macro.

There was one button on the `choose-account.html` template that was in a
section of code that was never reached - this has been deleted.

Chris Hill-Scott 340cb33fdd Refactor ‘finished’ to the model layer
By moving it from the view we reduce the complexity of the methods in
the view layer, so it’s easier to see what they do.

This also renames the variable `finished` to the property
`processing_finished` to disambiguate from the `job_status` field in the
JSON, which can also have a value of `finished`.

Chris Hill-Scott 5e7ec3e30d Make a job model for individual jobs
This follows the pattern of what we’ve done with services, users and
events.

It gives us a better interface to the data we get back from the API than
dealing with the raw JSON directly.

Now is a good time to do this because we’re going to be making a bunch
of changes to the jobs pages, and those changes will be easier to code
and understand with a sesnsible model behind them.

Katie Smith 088d6ee4b0 Content changes for notification pages
This commit adds content pages for the notifications pages, particularly
the letter pages, which will make things clearer now that we will soon be allowing
letters to be cancelled.

The main changes are:
* The confirmation banner for letters sent from a CSV file now states when
printing will start.
* We state the CSV file that notifications were sent from on the
notifications page
* The notification page for letters shows when printing starts (today,
tomorrow, or that date that the letter was printed)

Chris Hill-Scott c551ce9a42 Show jobs in basic view
There are some teams who send jobs on a daily/weekly basis. They have
team members who only use Notify for this purpose. So they would
probably benefit from basic view, because they don’t need to see the
dashboard.

This commit:
- adds a new item (uploaded files) to the basic view navigation for
teams that have sent at least one job
- makes the job pages visible to basic view users

I think we should do this now, rather than as a later enhancement to
basic view. We only have one chance to announce the feature, so teams
who do send jobs may otherwise discount it as not useful for them and
the opportunity to have them use it is lost.

Chris Hill-Scott 3950c6938d Show confirmation after pressing big green button
There’s no immediate feedback with letter jobs, unlike email or text
messages jobs where you see the numbers starting to tick over straight
away.

We need to reassure the user that the thing they asked us to do (send
letters) is underway. ‘Printing’ feels like the natural first state of
the letter-making process. So this commit adds a banner to tell the
user that printing is the thing that’s happening.
