8e7e072df9 Give user profile change links more context
They all currently say 'Change' which makes it
confusing when they are viewed out of their
context (ie. when all the links in the page are
listed out by a screen reader).

This gives them a suffix relating to the thing
they will change, like the links on the service
settings page.

4c2915ce86 Use API flag to give users access to WebAuthn
This allows us to roll out the feature to other users. Note that
the flag is also "True" if the user has "webauthn_auth" as their
auth type, so this is compatible with the more fine-grained check
we have on the authentication parts of the feature. We could do a
more explicit "can_use_webauthn or webauthn_auth" check here, but
the idea is that we'll be able to get rid of this flag eventually,
so I've optimised for brevity instead.

I've modified a couple of the unhappy-path tests to make it more
explicit that the flag is false, since it can be true for Platform
Admins and "normal users" alike.

7f88aa6759 Make listing of keys on user profile a bit nicer
We can use the `optional_text_field` macro to grey out the text when
nothing is set up. And adding ‘registered’ makes the language consistent
through to the next page.

ebb82b2e80 Add page for security keys with stubbed data
This adds a new platform admin settings row, leading a page which
shows any existing keys and allows a new one to be registered. Until
the APIs for this are implemented, the user API client just returns
some stubbed data for manual testing.

This also includes a basic JavaScript module to do the main work of
registering a new authenticator, to be implemented in the next commits.

Some more minor notes:

- Setting the headings in the mapping_table is necessary to get the
horizontal rule along the top (to match the design).

- Setting caption to False in the mapping_table is necessary to stop
an extra margin appearing at the top.

c724f84c23 change wording of platform admin toggle to positive rather than negative

also rename suppress_platform_admin -> disable_platform_admin_view in
the backend, as suppress is a kinda weird word.

7b02cb72c6 add option to suppress platform admin temporarily
so that platform admins (us) can view pages as regular users do easily.
Simply adds a flag in the session cookie that overrides the actual
platform admin flag on the user model if set. This way it's safe, since
this only downgrades existing functionality, so if someone managed to
alter it they could only get less permissions, not more.

You can change this value from the user profile page if either:

* you're a platform admin
* the flag is set (to any value) on the cookie.

This slightly weird check means that we don't check the underlying
`user._platform_admin` flag anywhere in the code, even when toggling
the suppression.

that change.

c4edb3a8d8 Talk about time of last password change relatively
People don’t talk about having last changed their password ‘on 15 July’;
they talk about having changed it ‘two weeks ago’.

Interfaces are usually clearer when they employ the same language as the
people using them.

135ff1ee77 Include service name in page <title>
In pages specific to a service (e.g. dashboard and sub pages) the title
needs to distinguish which service it applies to. This is mainly to give
context to screen reader users who could be managing multiple services.

Implementing this uses template inheritance:

`page_title` includes `per_page_title` includes `service_page_title`

‘GOV.UK Notify’ is inserted into every page title.

Pages that set `service_page_title` get the service name inserted too.

39e94ac8ec Add row numbers to tables
When a table is showing the contents of a CSV file, it should look
something like a spreadsheet.

The minimally skeuomorphic way to do this is by adding row numbers.

This commit doesn’t
- make the row numbers monospace (it’s barely noticeable and doesn’t
  reflect what actual spreadsheets do)
- make the first column heading ‘Row’ (again, doesn’t reflect how actual
  spreadsheets work, and takes up more valuable space)

382cfa2907 Make page titles consistent
This commit modifies the HTML `<title>` tags for all the pages. It makes two
main changes:
- make the title tag match the `<h1>` of the page, for better or worse
- put the service name after the page title, seperated by an en dash, as per
  GOV.UK

2ef1057180 Make spacing and position of banners consistent
Banners should always be the first thing on the page.

Because headers already have padding we don’t want to put padding on the
container.

So banners should also have top padding to distance then from the red bar.

They should also sit in the 3/4 column if the page has side navigation. This
commit adds a new template (`withoutnav_template.html`) which extends
`admin_template.html`. All views then extend one or the other, never the
`admin_template.html` directly. This means that `admin_template.html` doesn’t
have to make decisions about where the flash messages are displayed.

4d10eec1e2 Rename submit_form component to page_footer
Submit form was
- a confusing name in itself
- not descriptive, because it also has an optional ‘back’ link

This commit also puts this component in as many pages as possible, stripping
out any hard-coded buttons and links.

It replaces any usage of buttons for ‘back’, because these are links, not
buttons (ie they don’t change any data).

2f980ab622 Move all pages into their own directory
There are a lot of pages. It seems like a good idea to keep them in one place,
so they don’t get mixed up with partials and layouts.
