ee9a396de1 Stop using -govuk-spacing(n) in SASS
Using `-govuk-spacing(n)` in the SASS files was not working, so this
replaces it with `-1 * govuk-spacing(n)` instead.

bc83ff6c09 Replace $gutter with govuk-spacing function
Replaced `$gutter` and similar variables such as `$gutter-half` with the
`govuk-spacing()` static spacing function. This uses `govuk-spacing()`
instead of `$govuk-gutter` because `$govuk-gutter` should only be used
for the gaps in between grid columns and we were mostly using `$gutter`
to add more space around elements.

There are other places in the SCSS files where we had hardcoded a
measurement in px which could be replaced with `govuk-spacing`, but this
commit only replaces the existing uses of `$gutter`.

Also removed the `override-elements-content` class since the page looks

b4dde3842e Make spacing below template folder heading even
It was a bit inconsistent depending on whether there was/wasn’t a search
box or channel tabs on the page.

I found this just too complicated to do in pure CSS, so added a new
spacing class which gets toggled on and off.

555b811fa7 Push headings down a bit
Now that there’s a bit more stuff in the service name area at the top

with the content after it.

d9da63401f Normalise heading sizes
Since we added template folders the templates page has had a ‘medium’
sized heading, where other pages have stuck with a ‘large’ size.

This commit rationalises the decision around which pages have which
heading size:
- ‘navigation’ pages (eg templates, team members, email reply to
  addresses) have medium sized headings
- transactional pages (ie ones which have a green button) keep the
  larger heading size

79314de817 Add page where users can say they want branding
At the moment branding is an undocumented feature. We get a bunch of
support tickets from teams asking its possible.

This commit:
- lets people know it’s possible, and what the options are
- is the first step towards making this process as self-service as
  possible

In some cases we will be able to infer a user’s organisation from there
email address, and Google image search their logo. So the experience for
them is that they press a button and government just sorts it out for
you (also known as "the dream").

In other cases we will have to get back to people asking for a copy of
their logo, or to find out about their service, but this is what we have
to do at the moment anyway.

6c3ee7a6ea Remove beta badge from header
We have found repeatedly in research that our users don’t know what
‘beta’ means. In this situation they come up with their own
interpretation of what it means, for example that:
- certain features are not available to them
- Notify as a whole is not available to them
- they are using a ‘different’ version of Notify to those using it for
  real

In the most severe cases this ambiguity actively dissuades users from
adopting Notify. We know this from support tickets and user research;
there are probably a host of other teams we haven’t spoken to.

Here’s a quote from a user research session just last week:

> Once we’ve got the facility to receive inbound messages […] that’s not
> available to us at the moment with a beta account

From support tickets:

> We see that the service is still in beta mode – can we assume
> uninterrupted service reliability and performance?

> we do not have a .gov.uk email address any longer but I was wondering
> if we would be able to utilize the notify system which is currently in
> beta

> We are currently using the BETA version, are we able to switch to the
> TEST version so we can add other numbers to send SMS to?

> I have previously enquired about this option [receiving text messages],
> but thought it was still at Beta stage. If we can set it up so that
> notify handles the responses that would be great.

> [after going live] Should I see the wording LIVE on the login screen
> as I still see BETA.,....

> Also I note that you are a BETA service just now and that to use the
> service we would need a .gov.uk email address. We don't have this, is
> there any way that [redacted] could use the service as I note that one
> of the teams have an account?

This commit removes the beta badge from Notify, and hopefully with it
the confusion it’s causing our users.

9569521142 Add feature to mark a template as redacted
Works similarly to the delete template flow, because it’s a destructive,
one-way action.

Not on the edit template page, because it’s not something you want to be
considering every time you’re editing a template. And we saw that people
couldn’t find the delete button when it was on this page.

Adds a bit more CSS for the `dangerous` banner type, because the content
here is quite complicated. Breaking it into a list helps, but the
spacing didn’t look right, so needed some tweaking.

Can ship independently of the code that shows the redaction, but needs
the API first.

f7f0128f0c Remove button padding override
Not sure why we were doing this. But as part of the Elements upgrade
our back buttons got bigger (because they weren’t constrained by the
line in our `app.scss`) but any green submit buttons stayed smaller in
height, so didn’t line up.

This commit removes the override, so all buttons have the size that
Elements intended.

87c81c994f Ensure disabled radio buttons are still legible
The Elements CSS was making the `label` and `input` of disabled radio
buttons `opacity: 0.5`. This was resulting in text that was:
- too pale, especially where we were nesting 16px ‘hint’ text inside the
  label
- waaaay too pale when inside a link inside the label

This commit overrides elements to dim the disabled radio button by
making it’s text colour grey, rather than making the whole thing
semi-transparent.

f53127c54f Fix spacing with heading/banner combination
Our CSS adjusts the spacing for the first `.heading-large` on the page
so that it aligns with the navigation. This doesn’t work when something
else comes first on the page, like a notification banner.

But since we only ever user `.heading-large` for the `<h1>`, and there
should only be one `<h1>` on the page we can just change the spacing
for _all_ `<h1>`s.

9a8dda2f7a Fix missing skiplink target on product page
We didn’t have an element with an `id` of `content` on the product page
because we didn’t want the styles that come with it (from GOV.UK
Elements here: d6226bd2c8/public/sass/elements/_layout.scss (L9-L20))

This meant that the skiplink didn’t work on the product page because
it’s target was not on the page. The skiplink’s target is hardcoded to
point at `#content`.

The proper way to fix this would be to not hardcode the skiplink to
point at `#content`, ie what this pull request does:
https://github.com/alphagov/govuk_template/pull/275

Until that is merged, we can hack around the problem by overriding the
styles that Elements applies to `#content`, which is what this pull
request does.

ac9d4f2daf Break down usage by month, filter by year
The previous, weekly activity breakdown was what we reckoned might be
useful. But now that we have people using the platform it feels like
aggregating a service’s usage by month is:
- matches the timeframe users report on within their organisation
- is consistent with the usage page

And like the usage page this commit also limits the page to only show
one financial year’s worth of data at once (rather than data for all
time).

This commit also makes some changes to the jobs view code so that our
aggregation of failure states is consistent between the dashboard pages
and the jobs pages.

4ae28386a6 Always show live key, reword key labels
This is trying to resolve these confusions:

- that you’re in trial mode, which means you can’t have a live key yet (
or you can but it wont work, which is what we used to have)
- what does simulate mean

The create key page is the right place to resolve these confusions
because it’s where users are actively reading.

This commit also removes the trial mode banner from API integration
page because this where users _aren’t_ actively reading. A whole bunch
of users weren’t seeing this banner at all.

The implementation of the disabled API key options is kinda clunky
because WTForms doesn’t have a native way of doing this.

f561bfe603 Show expander arrow for all browsers
The polyfill we use for details/summary only renders the arrow if the
browser doesn’t natively support the feature.

The latest versions of Firefox _do_ now support the feature (after 5
years), but for some reason they don’t draw the arrow. So this commit
forces the arrow to be polyfilled in all browsers, and hides the browser
default one, for those browsers that do render it.
