What to build

Upgrade and align runtime/tooling to Python 3.14 and modern async data stack while preserving CI quality gates.

Acceptance criteria

  • Python target and dependency constraints are updated and validated
  • Async DB foundation and migration baseline are ready
  • Lint/type/doc gates remain green after upgrades

Blocked by

  • None - can start immediately

Notes

  • Python backend code must be fully typed and async-safe.
  • Any blocking work must be wrapped through thread/process execution paths as appropriate.
  • Must pass lint, format, typing, docstring, and test quality gates.
