The table will contain notification ids for services that have returned letters. This will make it easy to query the data in Notification_history since we can join on the primary key.
Generic single-database configuration.
flask db migrate to generate migration script.
flask db upgrade to upgrade db with script.
flask db downgrade to rollback db changes.
flask db current to show current script.
