`created_at` was added previously and made nullable temporarily. This commit now populates the column, ensures that it will always have a value, and makes `created_at` non-nullable.
Generic single-database configuration.
flask db migrate to generate migration script.
flask db upgrade to upgrade db with script.
flask db downgrade to rollback db changes.
flask db current to show current script.
