7e52fa4d13 add new notification_status column to models.py
We now have a new column in the database, but it isn't being
populated. The first step is to make sure we update this column,
while still keeping the old enum based column up to date as well.

A couple of changes have had to happen to support this - one irritating
thing is that if we're ever querying columns individually, including
`Notification.status`, then we'll need to give that column a label,
since under the hood it translates to `Notification._status_enum`.
Accessing status through the ORM (i.e., my_noti.status = 'sending' or
similar) will work fine.

3e0221adec Change get_financial_year to return ending date as 1 microsecond earlier.
That way we can write the queries as between start and end dates, making it easier to read.
This makes more sense.

6dc336ad6c Created new queries to return the rate with the sum of billable units for the year totals.
Once we have the new columns in notifications table, the query will need to include the rate multiplier and if the number is international.
The monthly billing query will be built next.

0506bc3b0c Updated the fetch_stats_by_date_range to return test notifications if the start and end date are with in the last 7 days.
If the date range is with the last 7 days we query Notifcations.
If the date range is outside of the last 7 days we query NotificationHistory.
NotificationHistory does not persist notifications created with a test api key.

d36eec652d Removed unused code in services_dao, which led to looking some of the queries.
By removing the join to services for the fetch_stats_by_date_range_for_all_services and dao_fetch_todays_stats_for_all_services
queries we get a 30% and 25% performance improvement.

0dfa4a93d5 Make sure status dictionary is assinged each time
The status dictionary was being assigned once, and then subsequent
uses of it were by reference. This meant that each template type was
pointing at the same dictionary, and updating one meant updating all.

This commit adds a dictionary comprehension, which gets evaluated once
for each template type, so each template type has its own `dict` of
statuses.

56ba653f48 Add endpoint for breakdown of activity by month
This endpoint will eventualy replace the weekly breakdown one. By month
for a given financial year is better, because it gives us consistency
with the breakdown of financial usage (and eventually consistency with
the template usage).

The code to do this is a bit convoluted, in order to fill out the counts
for months and statuses where we don’t have notifications.

This will make the admin side of this easier, because we can rely on
there always being numbers available. The admin side will deal with
summing the statuses (eg `temporary-failure` > `failed`) because this
is presentational.

This commit also modifies the usage count to use `.between()` for
consistency.

87556687ab This is the first PR in the story to create a suspend service feature.
- Renaming /service/<id>/deactivate to /service/<id>/archive to match language on the UI.
  - Will need to update admin before deleting the deactive service method
- Created dao and endpoint methods to suspend and resume a service.
- I confirm the use of suspend and resume with a couple people on the team, seems to be the right choice.

The idea is that if you archive a service there is no coming back from that.
To suspend a service is marking it as inactive and revoking the api keys. To resume a service is to mark the service as active, the service will need to create new API keys.
It makes sense that if a service is under threat that the API keys should be renewed.

The next PR will update the code to check that the service is active before sending the request or allowing any actions by the service.

8ad078b663 Added a date range filter for the get all services end point.
When the start_date and end_date query argruments exists in the request,
the query will return the results from the NotificationHistory table for the given date range.
We will need to check the performance of this query, but this will only be used by the platform admin page.

9ae6e14140 move deactivate functionality into one database transactions
this means that any errors will cause the entire thing to roll back

unfortunately, to do this we have to circumvent our regular code, which calls commit a lot, and lazily loads a lot of things, which will flush, and cause the version decorators to fail. so we have to write a lot of stuff by hand and re-select the service (even though it's already been queried) just to populate the api_keys and templates relationship on it

e3d418506a Create query to sum notificaitons for the message limit check, this is a bit more efficient.
Refactored send_notifications method so that it is more readible.
Refectored the test_send_notificaitons so that it uses parametrized test to avoid duplication.

7c16294b75 Exclude test key notifications from:
- get all notifications by service
- template usage
- most recently used templates

Ensures that the dashboard shows no test key data. Supplements: https://github.com/alphagov/notifications-api/pull/677 which excludes CSV data. This branches from that so is dependant.

049514d4b2 remove history-meta for templates, replace with hand-made history table
history-meta's dynamic magic is insufficient for templates, where we
need to be able to refer to the specific history table to take
advantage of sqlalchemy's relationship management (2/3rds of an ORM).
So replace it with a custom made version table.

Had to change the version decorator slightly for this

f223446f73 Refactor statsd logging
Removed all existing statsd logging and replaced with:

- statsd decorator. Infers the stat name from the decorated function call. Delegates statsd call to statsd client. Calls incr and timing for each decorated method. This is applied to all tasks and all dao methods that touch the notifications/notification_history tables

- statsd client changed to prefix all stats with "notification.api."

- Relies on https://github.com/alphagov/notifications-utils/pull/61 for request logging. Once integrated we pass the statsd client to the logger, allowing us to statsd all API calls. This passes in the start time and the method to be called (NOT the url) onto the global flask object. We then construct statsd counters and timers in the following way

	notifications.api.POST.notifications.send_notification.200

This should allow us to aggregate to the level of

	- API or ADMIN
	- POST or GET etc
	- modules
	- methods
	- status codes

Finally we count the callbacks received from 3rd parties to mapped status.

2d1babf2bb 'detailed' flag on GET /service/<uuid>
if passed in, returns the service object with additional statistics
dictionary, which will be used in the admin app to populate dashboard
components. A new schema has been created for this to avoid clashing/
causing confusion with the existing schema, which is already used
for PUT/POST as well, and this schema can be easily tailored to
reduce ambiguity and lazy-loading

566ae798df Speed up GET services endpoints
Add additional relationships to exclude in the ServiceSchema metaclass.
Marshmallow by default lazily loads relationships when dumping, so any
relationships we know we won't need, we can exclude and avoid a DB call.
Lots of tables are linked to services, so it loads a lot of tables.
So don't load statistics tables, since they're clearly not needed.

We *do* however want to return the users for the service - they're used
in a few places. If we're returning all services, then we don't want to
make separate queries for these users, so we modify the services_dao
queries to load users the first time round. This should speed up all
GET queries to the services endpoints, most notably pages that get many
services (platform_admin, choose service, login)

4ef084464d update notification_history table from notification_dao create/update functions
please ensure that any changes to notifications table happen through either dao_create_notification or dao_update_notification.
changed the notification status update triggered by the provider callbacks to ensure that sets updated_by and can update the history table.
also re-added the character_count so we can reconstruct billing data if needed.
