ff4190a8eb Remove letters-related code (#175)
This deletes a big ol' chunk of code related to letters. It's not everything—there are still a few things that might be tied to sms/email—but it's the the heart of letters function. SMS and email function should be untouched by this.

Areas affected:

- Things obviously about letters
- PDF tasks, used for precompiling letters
- Virus scanning, used for those PDFs
- FTP, used to send letters to the printer
- Postage stuff

1c3793c5ac Ensure org billing tests have AnnualBilling for all services
we add a row in AnnualBilling table whenever a new service is created,
and our billing code assumes this is done. Yet when we were writing
some of the tests, this was not a thing yet, so now we are updating
those tests so they reflect our system well.

This is more appropriate default for that org than gov.uk branding
and will help us with our work to make setting the branding more

466b7fa341 Report for total notifications sent per day for each channel.
Daily volumes report: total volumes across the platform aggregated by whole business day (bst_date)
Volumes by service report: total volumes per service aggregated by the date range given.

NB: start and end dates are inclusive

2257cae398 Fix bug in organisation report for its services and usages.
If a service has not sent any SMS for the financial year the free allowance was showing up as 0 rather than the number in annual billing. The query has been updated to use an outer join so that the free allow will be returned when there is no ft_billing.

There is a potential performance enhancement to only return the data for the services of the organisation in the `fetch_sms_free_allowance_remainder_until_date` subquery. I will investigate in a subsequent PR.

54bcf618da Store the event field from CAP XML broadcasts
We don’t store everything that comes in the CAP XML when someone creates
a broadcast via the API.

One thing we do store is `<identifier>` (in a column called `reference`)
which is a unique (to the external system) identifier for the broadcast.
We show this in the front end instead of the template name, because
broadcasts created from the API don’t use templates.

However this ID isn’t very friendly – the Environment Agency just supply
a UUID.

The Environment Agency also populate the `<event>` field with some human
readable text, for example:
> 013 Issue Severe Flood Warning EA

(013 is an area code which will be meaningful to the Flood Warning
Service team)

We should show this in the UI instead of the reference. The first step
towards this is storing it in the database and returning it in the REST
endpoints.

Later we can have the admin app prefer `cap_event` over `reference`,
where `cap_event` is present.

We can’t backfill this data because we don’t keep a copy of the original
XML.

Seems like `<event>` is a mandatory property of `<info>`, so we don’t
need to worry about the field being missing (`<info>` is optional in
CAP but we require it because it contains stuff like the areas which
we need in order to send out the broadcast`).

c9ea85938a Refactor "create_user" to actually create a user
This switches a number of fixtures to use "sample_user", which is
equivalent to calling the previous "create_user" function when it
used to default the email to "notify@...".

ec1171f85c Switch "areas" field to "areas_2" format
The Admin app is now temporarily using the "areas_2" field while
we migrate "areas" to the new format [1].

8f39d476bd Start dual running with "areas" and (area) "ids"
This is necessary until:

- The Admin app is using the new "areas(_2)" format to store and
retrieve data.

- We've migrated all existing broadcast messages to use the new
format.

Note that "areas" / "ids" isn't actually used for anything except
printing out the PagerDuty message - it's not sent to the proxy [1].

e62e050963 add webauthn crud endpoints
added some simple validation to the delete endpoint for sanity, but
generally my assumption is that more validation will happen on the admin
side.

noteably im not checking whether the credentials are duplicated, nor is
there a uniqueness constraint in the database - I'm not sure if the
credential blob will always reliably be equivalent, and I believe the
browser should hopefully take care of dupes.

100d47f4e8 Refactor test and fixture for getting billing report data
Names of services and orgs were confusing, and variable setting
was done in a way that made it easy to introduce errors.

Now hopefully it is more readable and more error-proof.

ac34fb9c05 retry sending broadcasts
Retry tasks if they fail to send a broadcast event. Note that each task
tries the regular proxy and the failover proxy for that provider. This
runs a bit differently than our other retries:

Retry with exponential backoff. Our other tasks retry with a fixed delay
of 5 minutes between tries. If we can't send a broadcast, we want to try
immediately. So instead, implement an exponential backoff (1, 2, 4, 8,
... seconds delay). We can't delay for longer than 310 seconds due to
visibility timeout settings in SQS, so cap the delay at that amount.

Normally we give up retrying after a set amount of retries (often 4
hours). As broadcast content is much more important than normal
notifications, we don't ever want to give up on sending them to phones...

...UNLESS WE DO!

Sometimes we do want to give up sending a broadcast though! Broadcasts
have an expiry time, when they stop showing up on peoples devices, so if
that has passed then we don't need to send the broadcast out.

Broadcast events can also be superceded by updates or cancels. Check
that the event is the most recent event for that broadcast message, if
not, give up, as we don't want to accidentally send out two conflicting
events for the same message.

2e929754ff add content to broadcast_message and make template fields nullable
we want to be able to create broadcast messages without templates. To
start with, these will come from the API, but in future we may want to
let people create via the admin interface without creating a template
too.

populate a non-nullable content field with the values supplied via the
template (or supplied directly if via api).

3b0b96834d Do extra code style checks with flake8-bugbear
Flake8 Bugbear checks for some extra things that aren’t code style
errors, but are likely to introduce bugs or unexpected behaviour. A
good example is having mutable default function arguments, which get
shared between every call to the function and therefore mutating a value
in one place can unexpectedly cause it to change in another.

This commit enables all the extra warnings provided by Flake8 Bugbear,
except for:
- the line length one (because we already lint for that separately)
- B903 Data class should either be immutable or use `__slots__` because
  this seems to false-positive on some of our custom exceptions
- B902 Invalid first argument 'cls' used for instance method because
  some SQLAlchemy decorators (eg `declared_attr`) make things that
  aren’t formally class methods take a class not an instance as their
  first argument

It disables:
- _B306: BaseException.message is removed in Python 3_ because I think
  our exceptions have a custom structure that means the `.message`
  attribute is still present

0257774cfa add get_earlier_provider_message fn to broadcast_event
replacing get_earlier_provider_messages. The old function returned the
previous references for earlier events for a broadcast_message. However,
these depend on the message sent to a specific provider, so the function
needs to change. It now takes in a provider, and only returns
broadcast_provider_messages sent to that provider. If there are earlier
broadcast_events without a provider_message for the chosen provider, it
raises an exception - you cannot cancel a message if all the previous
events have not been created properly (as we wouldn't know what
references to cancel).
