ac34fb9c05 retry sending broadcasts
Retry tasks if they fail to send a broadcast event. Note that each task
tries the regular proxy and the failover proxy for that provider. This
runs a bit differently than our other retries:

Retry with exponential backoff. Our other tasks retry with a fixed delay
of 5 minutes between tries. If we can't send a broadcast, we want to try
immediately. So instead, implement an exponential backoff (1, 2, 4, 8,
... seconds delay). We can't delay for longer than 310 seconds due to
visibility timeout settings in SQS, so cap the delay at that amount.

Normally we give up retrying after a set amount of retries (often 4
hours). As broadcast content is much more important than normal
notifications, we don't ever want to give up on sending them to phones...

...UNLESS WE DO!

Sometimes we do want to give up sending a broadcast though! Broadcasts
have an expiry time, when they stop showing up on peoples devices, so if
that has passed then we don't need to send the broadcast out.

Broadcast events can also be superceded by updates or cancels. Check
that the event is the most recent event for that broadcast message, if
not, give up, as we don't want to accidentally send out two conflicting
events for the same message.

2e929754ff add content to broadcast_message and make template fields nullable
we want to be able to create broadcast messages without templates. To
start with, these will come from the API, but in future we may want to
let people create via the admin interface without creating a template
too.

populate a non-nullable content field with the values supplied via the
template (or supplied directly if via api).

3b0b96834d Do extra code style checks with flake8-bugbear
Flake8 Bugbear checks for some extra things that aren’t code style
errors, but are likely to introduce bugs or unexpected behaviour. A
good example is having mutable default function arguments, which get
shared between every call to the function and therefore mutating a value
in one place can unexpectedly cause it to change in another.

This commit enables all the extra warnings provided by Flake8 Bugbear,
except for:
- the line length one (because we already lint for that separately)
- B903 Data class should either be immutable or use `__slots__` because
  this seems to false-positive on some of our custom exceptions
- B902 Invalid first argument 'cls' used for instance method because
  some SQLAlchemy decorators (eg `declared_attr`) make things that
  aren’t formally class methods take a class not an instance as their
  first argument

It disables:
- _B306: BaseException.message is removed in Python 3_ because I think
  our exceptions have a custom structure that means the `.message`
  attribute is still present

The behaviour was a bit of opaque so I have added tests around it so
it's clear what it is doing and why. No functionality has changed

0257774cfa add get_earlier_provider_message fn to broadcast_event
replacing get_earlier_provider_messages. The old function returned the
previous references for earlier events for a broadcast_message. However,
these depend on the message sent to a specific provider, so the function
needs to change. It now takes in a provider, and only returns
broadcast_provider_messages sent to that provider. If there are earlier
broadcast_events without a provider_message for the chosen provider, it
raises an exception - you cannot cancel a message if all the previous
events have not been created properly (as we wouldn't know what
references to cancel).

ca2bea8ae6 broadcasts: test helper uses areas from message
instead of looking at "transmitted_areas" argument in the
create_broadcast_event, we should use the areas from the broadcast
message

we should be explicit in our tests about which areas we are sending, the
tests were implicitly using the default, rather than the areas from the
broadcast message which was confusing

30bd311eb1 Temporarily do not send letters from Insolvency Service
to DVLA. This is a temporary measure over the weekend so that
DVLA can catch up with all other letters.

We should revert this on Monday 19.10.2020

They are being sent over from admin, and persisted
in the db so we can send them on to the broadcast
provider later on.

bdf2253298 send broadcast events rather than messages
use the new endpoint from cbc proxy. create a new task that just
serializes the event and sends it across rather than sending a template
and the broadcast message.

some changes to serialize to make it json friendly etc. it also expects
sent_at and transmitted_finishes_at to always be set (we set them in the
code but don't enforce it n the DB right now), as they're required by
utils template. not sure whether we'll update db constraints to be more
strict or utils template to be more permissive just yet, wait until we
find out more about the requirements of the CBCs we integrate with.

0c870e8dcd enforce kwargs when creating user in tests
spent WAY too long trying to figure out why my user wasn't being created
in tests. the user isn't created if their email already exists in the
system, but email isn't a required field when creating!

Note: I tried just removing the check to see if the user already exists,
but 16 tests try and create duplicate users. I'm of the belief we should
just fix all those tests but I didn't have the energy for it right now

da8eaaed44 Update letter data for usage-for-all-services report
Usage for all services is a platform admin report that groups letters by
postage. We want it to show `europe` and `rest-of-world` letters under a
single category of `international`, so this updates the query to do
that and to order appropriately.

ce32e577b7 Remove the use of schedule_for in post_notifications.
Years ago we started to implement a way to schedule a notification. We hit a problem but we never came up with a good solution and the feature never made it back to the top of the priority list.

This PR removes the code for scheduled_for. There will be another PR to drop the scheduled_notifications table and remove the schedule_notifications service permission

Unfortunately, I don't think we can remove the `scheduled_for` attribute from the notification.serialized method because out clients might fail if something is missing. For now I have left it in but defaulted the value to None.

5fe0fafadf Archive, don’t delete contact lists
So we keep a record of who first uploaded a list it’s better to archive
a list than completely delete it.

The list in the database doesn’t contain any recipient info so this
isn’t a change to what data we’re retaining.

This means updating the endpoints that get contact lists to exclude ones
that are archived.

aren’t referencing it.

f04210ba7d Refactor delete_notifications_older_than_retention_by_type to use a new strategy.
The insert_notification_history_delete_notifications function uses a temp table to store the data to insert and delete. This will save extra queries while performing the insert and delete operations.
The function is written in such a way that if the task is stop while processing when it's started up again it will just pick up where it left off.

I've made a decision to delete all test data in one query, I don't anticipate a problem with that.

The performance of this might also be better than last nights test because we are inserting everything we need for the NotificationHistory insert, so we don't need the join to Notifications to perform the insert.

654e6fc657 New table and endpoints for service contact lists.
- Table to store meta data for the emergency contact list for a service.
- Endpoint for fetching contact lists for service
- Endpoint for saving contact list for service.

The list will be stored in S3. The service will then be able to send emergency announcements to staff.

1694395b17 record document count when processing api notifications
if someone doesn't send any documents, set the value to None. If it's
not specified, it defaults to None anyway.

0eed4c99a7 Add email_access_valdiated_at field to user table, populate it
and update it when users have to use their email to interact with
Notify service.

Initial population:
If user has email_auth, set last_validated_at to logged_in_at.
If user has sms_auth,  set it to created_at.

Then:
Update email_access_valdiated_at date when:
- user with email_auth logs in
- new user is created
- user resets password when logged out, meaning we send them an
email with a link they have to click to reset their password.

db5a50c5a7 Adding a scheduled task to processing missing rows from job
Sometimes a job finishes but has missed a row in the middle. It is a mystery why this is happening, it could be that the task to save the notifications has been dropped.
So until we solve the missing let's find missing rows and process them.

A new scheduled task has been added to find any "finished" jobs that do not have enough notifications created. If there are missing notifications the job processes those rows for the job.
Adding the new task to beat schedule will be done in the next commit.

A unique key constraint has been added to Notifications to ensure that the row is not added twice. Any index or constraint can affect performance, but this unique constraint should not affect it enough for us to notice.

e64ae321cf The sheet count was not calculated properly (it should be billable_units/notifications_sent).
And it turns out the sheet count is not required for the report. This PR takes out the columns to resolve the group by error.
