The `serialize` method of the Notification model now includes the
`created_by_name`. If a notification was sent as a one-off message this
value will now be the name of the person who sent the notification. If
a notification was sent through the API or by a CSV upload we don't
record the id of the sender, so `created_by_name` will be `None`.
This change affects the data that gets returned from these endpoints:
* /v2/notifications/<notification_id>
* /v2/notifications
Updated the DAO methods which return a single SMS sender and all SMS senders
to only return the non-archived senders. Changed the error raised in the Admin
interface from a SQLAlchemyError to a BadRequestError.
Updated the DAO methods which return a single email reply_to address and
all reply_to addresses to only return the non-archived addresses.
Changed the type of error that gets raised when using the Admin
interface to be BadRequestError instead of a SQLAlchemyError.
Adds support for a new personalisation value type: file upload.
File uploads are represented as a dictionary with a "file" key and
a base64-encoded file data as the key's value:

Post notification endpoint checks the request personalisation data
looking for the file uploads in personalisation data. If any are
found and the service has permissions to upload documents the files
are sent to document download API and personalisation values are
replaced with the URLs returned in the document download response.
A fake document URL is returned for simulated notifications, no
documents are stored in Document Download.
Multiple files can be uploaded for one notification by providing
a file upload in more than one personalisation field.
- Separated the logic of precompiled and template letters.
- Remove the check for research mode, research mode is not relevant to api calls. The test key is used for testing.
Refactor upload_pdf_letter to accept a precompile boolean to save a query to template.
Previously "Result not found" would be returned when the id is not a valid uuid, which does not make sense.
Now the message says "notification_id is not a valid UUID", this should be a clearer message for the client service.

Added the following new notification statuses:
* pending_virus_check
* virus_scan_failed
If we decide to remove these statuses in future, we will need to replace
them with a different status in the notifications and
Notification_history tables where they are referenced, so
pending-virus-check will be replaced with sending, and virus-scan-failed
will be replaced with permanent-failure.
We were already counting the billable units in PDFs that we generate.
We are now also counting the number of billable units in pre-compiled letters
and saving the result.
Pre-compiled letter endpoint uploads PDF contents to S3 directly
instead of creating a letter task to generate PDF using template
preview.
This moves some of the utility functions used by existing letter
celery tasks to app.letters.utils, so that they can be reused by
the API endpoint.
Switched to using a isinstance check on the string.
Added an order by clause to dao_get_template_usage_stats_by_service, it was causing an itermitten failure in the tests.
