5d6f2da155 Rename task from create_letters_pdf to get_pdf_for_templated_letter
In a separate PR we will have to delete vestigial create_letters_pdf
tasks that now only redirects to get_pdf_for_templated_letter.

ba0d330593 Allow countries in last line of addresses
For services that have permission to send international letters we
should not reject letters that are addressed to another country. We
should still reject letters that are badly-addressed.

7032bac178 Start allowing any three lines in addresses
This is part of moving away from `postcode` and towards `address line 7`

We think it will be easier for people to map their existing data to our
API if we let them fill in any 3 lines, instead of requiring at least
1, 2, and postcode specifically.

264fbed04e Refactor postcode validation to use utils
We don’t need to reformat the postcode here once template preview takes
care of it when rendering the PDF.

It’s better (and less code) to store what people give us, so we give
them back the same thing.

054cd16d02 Ensure correct object renders V2 template preview
The `body` field of the ‘preview a template’ endpoint should contain the
content of the template with the placeholders replaced.

It should not be rendered into a plain text email, which does stuff like
normalising newlines (so `\r\n` becomes `\n`). However the object that
the `create_post_template_preview_response` function receives is an
instance of `PlainTextEmailTemplate`. So we can’t just call `str()` on
it. Instead we need to call the `__str__` method of
`WithSubjectTemplate` which gives us the result we want.

We were already doing this the right way in the V1 endpoint[1] but
forgot to do it here too.

025ac3ea89 Use same template to validate and send notification
To be absolutely sure that we can send a message we should also validate
it using the same template class that we use to render it.

0b3d711652 if message too big to put on high volume queue then save to queue
SQS fails if the message body is over 256kb. Normally our messages are
quite small, but if we're using the new save-api-email task with an
email that has a large body, we can get over that limit. If so, handle
the exception and fall back to the existing code path (saving to the
database and sending a deliver-email task, which only has a notification
id.

dc44cb29d1 To make the deployment and testing a little easier move the high volume service ids to the credential repo.
This way we can only add the ids when we are ready and all the infrastrure for the new service has been applied.

db4b4d929d - If the task runs twice and the notification already exists ignore the primary key constraint.

a13bcc6697 Reduce the pressure on the db for API post email requests.
Instead of saving the email notification to the db add it to a queue to save later.
This is an attempt to alleviate pressure on the db from the api requests.
This initial PR is to trial it see if we see improvement in the api performance an a reduction in queue pool errors. If we are happy with this we could remove the hard coding of the service id.

In a nutshell:
 - If POST /v2/notification/email is from our high volume service (hard coded for now) then create a notification to send to a queue to persist the notification to the db.
 - create a save_api_email task to persist the notification
 - return the notification
 - New worker app to process the save_api_email tasks.

1694395b17 record document count when processing api notifications
if someone doesn't send any documents, set the value to None. If it's
not specified, it defaults to None anyway.

5d6886242b Check that the request payload data is valid json.
By adding `force=True` to request.get_json() the mime type is ignore. If the data is not valid json the method will return a `BadRequestError` we catch that and throw our own error with a clear error message "Invalid JSON supplied in POST data".
If the json is valid return the json data or an empty dict if None is passed in.

This PR improves the error messages if the json is invalid, previously, the error message was "None object type" message which is not very helpful.

c2825e10b1 Grab metadata when getting pdf letter preview from S3
Also use this metadata to decide whether preview pages need
overlay or not. So far we have always added overlay when validation
has failed. Now we will only show it when validation failed due to
content being outside of printable area.

1ad32c9168 move get_pdf functionality to its own endpoint
it felt very awkward when the body of a pdf might be empty, might have
things in it, and whether it is empty or not can change even when the
status is the same (a created template notification might have a pdf,
but might not, we don't know).

So move it to its own endpoint, so we can hand craft some 400 errors
that appropriately explain what's going on.

52f7620772 create pdfs for test templated letters
previously, we didn't create templated letters, and just marked them as
delivered straight away. However, we may need to return PDFs for these
letters, so we should create them the same as live letters. Then update
the functions so that they know where to look for these letters.

22aff482a8 add flag to return pdf content via api
this is only applicable when getting a single notification by id. it's
also ignored if the notification isn't a letter.

Otherwise, it overwrites the 'body' field in the response.

If the notification's pdf is available, it returns that, base64
encoded. If the pdf is not available, it returns an empty string.

The pdf won't be available if the notification's status is:
* pending-virus-scan
* virus-scan-failed
* validation-failed
* technical-failure

The pdf will be retrieved from the correct s3 bucket based on its type

2c2eb2abad handle 405s
Handle werkzeug http errors separately. Also, improve the generic
`Exception` handler to be more flexible when exceptions don't look
like http errors.

note: because they're 405s the route isn't matched, so the v2 error
handlers don't trip properly. this might be an issue because the
internal endpoints expect a different return format. Might have to
think about how to handle this.

aab36157a5 Test for HTML response in the schema
Because we test for the other properties in the schema.

Also sets `additionalProperties` to `False` so we’re forced to update
the schemas if we make similar changes in the future. This means
removing `created_by` from the test data because it’s not returned by
the real response.

f185dbecbe Return rendered HTML when previewing a template
If you’re trying to show what a Notify email will look like in your
caseworking system all the API gives you at the moment is raw markdown
(with the placeholders replaced).

This isn’t that useful if your caseworkers have no idea what markdown
is. If we also give teams the HTML then they can embed this in their
systems, and the people using those systems will be able to see how
headings, bulleted lists, etc. look.

7a16ac35bd Remove letter-jobs api
When we first built letters you could only send them via a CSV upload, initially we needed a way to send those files to dvla per job.
We since stopped using this page. So let's delete it!

e22e7245fe Use sanitised pdfs for sending and handle invalid pdfs, details below:
- pass new, sanitised pdf for sending
- move invalid pdfs to a newly created bucket
- set status fro notifications that failed pdf validation to a new status validation-failed
- adjust existing tests

4263117189 We were getting the page count for the letter before virus scan happened.
This PR moves setting the billale_units for the letter after virus scan has passed.
