a6a44987a1 Allow admin to domain to use for invite links
When we’re doing user research we often:
- start the task by inviting the participant to a service on Notify
- have them use a prototype version of the admin app, hosted on a
  different domain

Currently we can’t do both of these things together, because the invite
emails always send people to `notifications.service.gov.uk` (because
it’s the API that sends the emails, and the prototype admin app points
at the production API).

This commit changes the API to optionally allow an instance of the admin
app to specify which domain should be used when generating invite links.

1b82afb6bb Change reply to address for invitation emails to be invitation sender
If someone receives an invitation email for Notify the reply-to address
of the email was the GOV.UK Notify email address. This has been changed
to be the email address of the user who sent the invite.

b2756ac99d add email code verification
by hitting POST /<user_id>/email-code, we create an email two factor
code to send to the user. That email contains a link with a token that
will sign the user in when opened.

Also some other things:

"email verification" (aka when you first create an account) doesn't
hit the API anymore

refactor 2fa code verification and sending to use jsonschema, and share code between sms and email

2591d3a1df This massive set of changes uses the new queue names object throughout the app and tests.
Lots of changes, all changing the line of code that puts things into queues, and the code that tests that.

501187a9f4 bump utils to 13.0.1
brings in a fix to InvalidEmail/Phone/AddressExceptions not being
instantiated correctly. `exception.message` is not a python standard,
so we shouldn't be relying on it to transmit exception reasons -
rather we should be using `str(exception)` instead. This involved a
handful of small changes to the schema validation

869b68d7af Refactor create_invited_user to persist and send message to the notify queue.
The reason for doing this is to ensure the tasks performed for the Notify users are not queued behind a large job, a way to
ensure priority for messages.

c1fa5e156a Append "Z" to DATETIME_FORMAT
We're formally using the ISO 8601 UTC datetime format, and so the
correct way to output the data is by appending the timezone.
("Z" in the case of UTC*).

Unfortunately, Python's `datetime` formatting will just ignore the
timezone part of the string on output, which means we just have to
append the string "Z" to the end of all datetime strings we output.

Should be fine, as we will only ever output UTC timestamps anyway.

ce5b5fbf4c Rationalised the queues.
- the internal notify activites (send sms code, forgotten passwords etc) all not in a "notify" queue.
- deleted all unused queues

b53fdf1f3f Update python client to version 1.0.0.
This version of the client removed the request method, path and body from the encode and decode methods.
The biggest changes here is to the unit tests.

123b0ead3a Replaced first queries with one queries, which throws a NoResultFound.
Able to remove many of the None checks as a result of this.
Fixed the tests were needed.

e6fe10cbdc [WIP] added endpoint and dao to create invites for users.
Droped token as later code to send email invite can generate
timebased url to send to user. That can then be checked
against configurable time threshold for expiry. Therefore
no need to store a token.
