Localize notification_utils to the API
...
This changeset pulls in all of the notification_utils code directly into the API and removes it as an external dependency. We are doing this to cut down on operational maintenance of the project and will begin removing parts of it no longer needed for the API.

Remove letters-related code ( #175 )
...
This deletes a big ol' chunk of code related to letters. It's not everything—there are still a few things that might be tied to sms/email—but it's the the heart of letters function. SMS and email function should be untouched by this.
Areas affected:
- Things obviously about letters
- PDF tasks, used for precompiling letters
- Virus scanning, used for those PDFs
- FTP, used to send letters to the printer
- Postage stuff

Co-locate tests for sending a notification

I found the send letter tests hard to find as the name of the file
didn't match the name of the one containing the code under test.
