I updated the InboundSms and TemplateRedacted model to include an index in the db.
Dropped service_permissions.updated_at column since we are not auditting the table
Replace labels by adding a key kwarg in the model for status.
We still need this as sqlalchemy attmempts to look for `notification_status`
on the model (Notification/NotificationHistory). To achieve true ORM mapping
(map status -> notification_status) we need the key kwarg.

In the future we might want to validate email addresses before
attempting to search by them. But for a first pass we can just return
no results when a user types in something that isn’t an email address
or phone number.
It definitely better than returning a 500.

based on status. so as we add new status we have some orphaned rows, as these delete queries would miss them

based on type. In effect they do the same thing, deleting emails, sms or letters older than a week old irrespective of status. Can see is iterating on this to have more granularity say for letters, so split up. Also means that the delete action isn't so big, as we half the affected rows, by doing it by type.
some countries don't return delivery receipts
some countries return delivery receipts when they reach the carrier
these countries, we should keep the notifications in sent (aka
sent_internatinally) for. However, for countries that have normal
delivery receipts, we should update them as we do for UK numbers
We now have a new column in the database, but it isn't being
populated. The first step is to make sure we update this column,
while still keeping the old enum based column up to date as well.
A couple of changes have had to happen to support this - one irritating
thing is that if we're ever querying columns individually, including
`Notification.status`, then we'll need to give that column a label,
since under the hood it translates to `Notification._status_enum`.
Accessing status through the ORM (i.e., my_noti.status = 'sending' or
similar) will work fine.
Once we have the new columns in notifications table, the query will need to include the rate multiplier and if the number is international.
The monthly billing query will be built next.
The financial year start April 1, 00:00 BST and our dates are stored as UTC.
Added a test for get_april_fools.
Added some test more test data for get_billable_unit_count_per_month.
- note this is an unexpectedly big change.
- When we create a service we pass the service id to the persist method. This means that we don't have the service available to check if in research mode.
- All calling methods (expecting the one where we use the notify service) have the service available. So rather than reload it I changed the method signature to pass the service, not the ID to persist.
- Touches a few places.
Note this means that the update or create methods will fall over on a null service. But this seems correct.
Goes back to the story which we need to play to make the service available as the API user so that the need to load and pass around services is minimised.
