There's no reason to have things that never change in environment.sh.
you'll want to update your environment.sh, then restart your shells
(`exec bash` or `exec zsh` etc)
This also changes the database to be set statically in the config, but
overridable from the command line if you need to - for example, jenkins
will override it with the dockerised postgres uri.
click (http://click.pocoo.org/) is used by flask to run its cli args.
In removing flask_script (it's unmaintained), we had to migrate all our
commands to use click. This is a change for the better in my eyes - you
don't need to define the command in several places, and it makes
managing options a bit easier.

This commit changes our tests to use pycodestyle instead of pep8.
It also means:
- making a couple of whitespace changes to appease the linter
- disabling warnings for bare `Except`s (ie `Except` instead of `Except
ValueError`) – this seems like a sensible thing to catch but I’m not
going to make meaningful code changes in this commit
- the bootstrap script needs to be run before the app will run, so mention
that first
- explain what run_celery_beat.sh is for and that it isn't required to run the
app

a service now has branding and organisation_id columns, and two new
tables have been aded to reflect these:
* branding is a static types table referring to how a service wants
their emails to be branded:
* 'govuk' for GOV UK branding (default)
* 'org' for organisational branding only
* 'both' for co-branded output with both
* organisation is a table defining an organisation's branding. this
contains three entries, all of which are nullable
* colour - a hex code for a coloured bar on the logo's left
* logo - relative path for that org's logo image
* name - the name to display on the right of the logo
It is also discovered that columns that have a default value and use the version mixin must set the value when creating the db object before the insert otherwise the history table will be missing the default value.
Updated the templates_history.created_by_id with a value where missing, using the current version of the template for this value.
Update templates_history.archived to false. This is okay as we do not yet have a way to set this value to true.
Removed the versions attribute from the TemplateSchema, there is not a need for this column.
