79bbd0fd98 Don’t show future financal years on org page
There’s no useful information in the page for the future financial year
because there’s no way for any of the services to have yet used
anything.

Changes this matches the change we made to the service usage page in
https://github.com/alphagov/notifications-admin/pull/3439/files

52a5da4d17 Handle exception is org name already exists
Previously this would return a 500 error, as the 400 exception was
not handled from the API [1]. Note that:

- We tend to rely on exception messages to identify the error that
occurred [2][3], with services being a notable deviation [4]. I've
used the exception message approach, as this is more granular and
broadly consistent with the rest of the app.

- There is already code to cover this scenario when a user changes
the name of an existing organisation or service, but the mechanism
is different [5][6]. It makes sense to just get any error from the
call to try and create the organisation.

- The API mock is based on one for services [7], but I've chosen to
have it inline with the test, since we're unlikely to reuse it, and
it's clearer to have the test setup as part of the test.

895a9df55a Add confirmation banner when cancelling user invites
This shows the green banner with a tick when cancelling a user's
invitation to a service or organisation. The accessibility audit noted
that 'When cancelling an invite a new page loads, however, there is no
immediate indication that the invite has been cancelled.'

In order to display the invited user's email address as part of the
flash message, this adds new methods to the api clients for invites to get
a single invite.

adcd798d88 Catch error when organisation domain already in use
Up till now, when adding new organisation domain, if it was already
in use, we didn't handle the 400 we got back from API. This PR
adds handling for that error.

d2d5510376 Add a search as you type form
As in other places where we have a long list of things where you might
want to jump to a specific thing. We use this pattern where there are
more than 7 things, per the magical number 7[1]

bd9e127e57 Sum up usage for an whole organisation
We invoice on a per organisation basis, so it’s useful to know the per
organisation figures without needing to do any spreadsheet-fu.

ef335e7601 Require IDs to be UUIDs in URLS
We mostly rely on the API returning a 404 to generate 404s for trying
to get things with non-UUID IDs. This is fine, except our tests often
mock these API calls. So it could look like everything is working fine,
except the thing your passing in might never be a valid UUID, and thus
would 404 in a non-test environment.

So this commit:
1. uses the `uuid` URL converter everywhere there’s something that looks
   like an ID in a URL parameter
2.  adds a test which automates checking for 1.

78e57dbff9 Clear service cache for when updating org branding
Updating an organisation’s branding might now also update the branding
of services associated to that organisation. This is similar to how
updating an organisation’s type can update the organisation type for its
services.

In the latter case we already make sure to clear the cached version of
these services which is held in Redis.

This commit does the same clearing of the caches when updating an
organisation’s branding (and does a bit of refactoring to do so without
duplication of code.)

8b8893ed1d Let NHS Trusts and CCGs choose own organisation
All we do via support is ask which organisation they work for and
manually assign their service to it. This commit makes that process self
service.

We think we have all the trusts and clinical commissioning groups
loaded into the database now.

This will make the go live process smoother for these teams.

e0ab43f988 Let GPs nominate service name
Most GP practice services are named after the practice, which is the
organisation.

So rather than make people re-type the name of their organisation (and
potentially make a typo) let’s just let them say ‘yes, that’s the name
of my organisation’.

daeefefeaa Let GP surgeries create their own organisations
We have a bunch of GP surgeries who want to go live. They don’t
automatically assigned to organisations. So this means a lot of back and
forth to get these organisations set up, and then the service has to
re-request to go live, and… it’s painful.

Instead, let’s let GPs create their own organisations, by confirming the
name of their organisation before going on to letting them accept the
agreement.

dc1c73c647 Delete service cache when changing an organisation's sector
When we change an organisation's sector we now also change the sector of
all its services, so we need to delete those services from Redis.

0916b2ba6b Require more information when creating organisations
Currently we set not-very-useful defaults for organisation type and
crown status when creating an organisation. This commit adds two field
to the form (in addition to the existing name field) to explicitly ask
for:
- organisation type
- crown status

We need these for all organisations before we can make any of their
services live.

This commit also records any new organisation as not having accepted the
data sharing and financial agreement, because if we don’t know about the
organisation already then they definitely won’t have signed it.

b620b677d3 Have permissions decorators check user signed in
Rather than force us to write the decorators in a specific order let’s
just have one decorator call the other. This should make fewer lines of
code, and fewer annoying test failures. It also means that the same way
of raising a `401` (through the `current_app` method) is used
everywhere.

3da9e84ece Enforce order of permissions decorators
At the moment we mostly have `user_has_permissions` execute first. It
shouldn’t matter, but it feels right for us to check that a user is
logged in before we check their permissions to a service. Otherwise a
malicious user could (maybe) check if a service ID belongs to a real
service, and go on to do something malicious with that information.

This commit adds some extra test code to enforce that the order is
always the same.

N.B. decorators in Python execute from closest to furthest (from the
line on which the function is defined).

628e344b36 Make user API client return JSON, not a model
The data flow of other bits of our application looks like this:

          Model (returns an instance, eg of type `Service`)
                                  ⬇
                         View (returns HTML)
```
The user API client was architected weirdly, in that it returned a model
directly, like this:

```
                         API (returns JSON)
                                  ⬇
    API client (returns a model, of type `User`, `InvitedUser`, etc)
                                  ⬇
                         View (returns HTML)
```

This mixing of different layers of the application is bad because it
makes it hard to write model code that doesn’t have circular
dependencies. As our application gets more complicated we will be
relying more on models to manage this complexity, so we should make it
easy, not hard to write them.

It also means that most of our mocking was of the User model, not just
the underlying JSON. So it would have been easy to introduce subtle bugs
to the user model, because it wasn’t being comprehensively tested. A lot
of the changed lines of code in this commit mean changing the tests to
mock only the JSON, which means that the model layer gets implicitly
tested.

For those reasons this commit changes the user API client to return
JSON, not an instance of `User` or other models.

647daa6ca4 Make organisation settings platform admin only
At the moment the only setting that a normal organisation team member
can change is the name of the organisation is its name. And we don’t
even want them to be able to change this. So this commit hides the
settings page entirely for non-platform-admin users.

da971b2da7 Allow custom notes when service goes live
This adds an option on the organisation settings page to add
'request_to_go_live_notes'. When a service belonging to this
organisation requests to go live, any go live notes for the
organisation will be added to the Zendesk ticket in the 'Agreement
signed' section.

7ddad7c99e dont use has_permissions to check for platform admins
platform_admin is a separate concept to permissions, so by removing the
checks for it from the current_user.has_permissions function, we can
simplify things greatly. We already record on the user whether they're
a platform admin anyway.

f3a0c505bd Enforce order and style of imports
Done using isort[1], with the following command:
```
isort -rc ./app ./tests
```

Adds linting to the `run_tests.sh` script to stop badly-sorted imports
getting re-introduced.

Chosen style is ‘Vertical Hanging Indent’ with trailing commas, because
I think it gives the cleanest diffs, eg:

    lib3,
    lib4,
)
```
