Having a grid in the click target stops the hint
and status text being clickable. This removes it
in favour using flexbox to position the elements
in a similar way.
Includes fallback styles for browsers that don't
support flexbox that positions the child elements
inline, laid out justified, to mimic the flexbox
positioning of justify-content: space-between.
Note: display is overriden on child items under
flexbox so setting display: inline-block is
ignored.
Includes:
- JS to add a class to the heading when the link
is focused
- CSS to apply the enlarged focus style via a
selector which uses that class
- changes to the partial to hook in the JS to
track focus on links and to tell the
updateContent JS to persist the classes added
between updates to the HTML

The map is already in the tabbing order, so can be
moved to by tabbing and by programs like screen
readers or speech recognition, but it doesn't have
an accessible name so when assistive tech' that
requires this for identification gets the contents
read out instead, which is confusing.
This adds an accessible name, via aria-label, made
out of the areas the alert targets.
This also adds some help text, explaining how to
use the map via aria-describedby. This is a pretty
common pattern and is used in native UI like
selectboxes where a range of commands are
available to control the UI 'widget'. Using
aria-describedby means the help text is not used
every time the widget is focused but is available
if the user gets stuck. For example, Voiceover
announces it if the widget is focused but
not interacted with for a period of time, or when
a shortcut key is pressed.
Finally, I also added a role of 'region' because
when I tested with the NVDA screen reader, the
accessible name wasn't announced but this fixed
that. I think it's because the div isn't being
recognised as having a role without it being set
explicitly and is therefore ignored.
Makes the controls and links inside it match GOVUK
Frontend styles and:
- gives the map container a focus style matching
that for GOVUK Frontend text inputs
- makes it all work in high contrast modes (on
Windows and Firefox)
Note: the focus style for the container is applied
with :focus-visible so only appears when it gets
focus directly, not when it does due to child
elements (like the controls or links) getting
focused. Browsers without support for
:focus-visible get the same styling for all forms
of focus.
Now we’ve split the old alerts onto two pages the verbs (‘Broadcast’ and
‘Rejected’) will always be the same for each alert – so they’re not
adding any differentiation.
The specifics of what the datetime means is available on the page for
each alert.
Removing the verbs makes the page a bit less cluttered and makes it
easier to scan down the right hand column.
Two reasons to not hide rejected broadcasts:
- if a broadcast was rejected by mistake then it’s useful to have an
audit of who did that
- it means you can still see old broadcasts without having to leave
in pending-approval, which is dangerous because they might
accidentally be approved
There are basically two kinds of 4G masts:

800MHz | Long (500m) | Low (can handle a bit of traffic)
1800Mhz | Short (5km) | High (can handle lots of traffic)
The 1800Mhz masts are better in terms of how much traffic they can
handle and how fast a connection they provide. But because they have
quite short range, it’s only economical to install them in very built up
areas†.
In more rural areas the 800MHz masts are better because they cover a
wider area, and have enough bandwidth for the lower population density.
The net effect of this is that cell broadcasts in rural areas are likely
to bleed further, because the masts they are being broadcast from are
less precise.
We can use population density as a proxy for how likely it is to be
covered by 1800Mhz masts, and therefore how much bleed we should expect.
So this commit varies the amount of bleed shown based on the population
density.
I came up with the formula based on 3 fixed points:
- The most remote areas (for example the Scottish Highlands) should have
the highest average bleed, estimated at 5km
- An town, like Crewe, should have about the same bleed as we were
estimating before (1.5km) – Pete D thinks this is about right based on
his knowledge of the area around his office in Crewe
- The most built up areas, like London boroughs, could have as little as
500m of bleed
Based on these three figures I came up with the following formula, which
roughly gives the right bleed distance (`b`) for each of their population
densities (`d`):

This is based on averages – remember that the UI shows where is _likely_
to receive the alert, based on bleed, not where it’s _possible_ to
receive the alert.

between the areas covered by the 1800Mhz masts
- Switching between masts is inefficient, so if you’re moving fast
through a built up area (for example on a train) your phone will only
use the 800MHz masts so that you have to handoff from one mast to
another less often
At the moment the admin app expects all broadcasts to have a template,
and expects the content of the alert to come from the template.
This commit makes it so those pages can still get a `Template` instance,
but populated with content straight from the `content` field in the
database.
When the list of areas is restricted to half the width of the page it
starts to look pretty higgledy-piggledy when you have lots of areas or
areas with very long names.
To do this I’ve ripped out the table markup in favour of headings,
paragraphs and lists. Probably pros and cons for each, but it was really
hard to do the layout with the content in a table.
Now that pending alerts aren’t in their own section there’s nothing to
label them as pending. So this commit replaces the extra metadata we
show for a pending alert (the name of the person who created it, which
was only ever a reckon) with an explicit label that says it’s waiting
for approval.
Once a broadcast has been submitted for approval it either lives on the
‘Current alerts’ or ‘Previous alerts’ page, depending on where it is
in its lifecycle.
Therefore when clicking into a broadcast from one of those pages the
same navigation item should remain selected.
Because we select the navigation items based on the request endpoint,
this means we need an endpoint for each navigation page, even if the
content of the pages will be the same in both cases.
This commit adds the two new end points, removes the old, single
endpoint and updates links to point to the new endpoint.
Our style for areas is pale blue background with black keylines or bold
black text.
This commit makes the display of area names on the dashboard consistent
with that visual style.
This also means that we’re not truncating the list of areas, which is
appropriate because no one area is more important than any of the
others.
This prefixes everything to do with areas/the map with `area-list`, so
from looking at one element you know which `.scss` file will contain the
relevant code.
I’ve never liked the style of the selected areas on the preview of a
broadcast message. They were a compromise, taking what’s on the map page
and giving it a shaded background so it looks less like a text box.
The trouble is all these stroked elements jumbled together made the page
look very busy. I think it can be a bit calmer if they look more like
the ‘tag’ component[1] from the Design System, which only uses shading.
Going for black text not blue, because it’s one less piece of visual
differentiation – again, trying to keep the busyness level down.

We’ve had some feedback that relying only on luminosity and position to
differentiate between the ‘will get alert’ and ‘likely to get alert’
areas on the map might not be enough.
We don’t want to introduce another colour because:
- it will make the map look very busy
- not many other colours contrast with the map tiles as well as blue
- relying on colour only to communicate information is also bad for
accessibility
Instead we can make one of the lines a different style. I’ve gone for
dashed on the ‘likely’ line because it looks nice, and gives some
suggestion of a porous boundary.
Implementing this means using CSS border image, because a `dashed`
border (which we still have as a fallback) doesn’t render with
consistent dash sizes from browser to browser. We need consistency to
match the dashes that the map will be drawing (which use SVG not CSS
so don’t have the same problem).
To help people understand that broadcasting is not a precise technology,
we have shown the estimate bleed area on the map.
Because people aren’t familiar with the technology a visual only clue is
not enough. So this commit adds a key to the map, which explains what
the different outlines mean.
It also removes the sticky footer from this page to:
- make the key visible on the page
- make people scroll and review the map before they get to the big green
button
- not reduce the size of the map any further
We have a reckon that live broadcasts don’t feel prominent,
consequential or active enough on the dashboard.
This commit adds an animated component, similar to an ‘on air’ indicator
in a broadcast studio, or a ‘recording’ indicator on a video camera.
This is one option for addressing our reckon. We shouldn’t merge this
until we have a better understanding of the problem from another round
of user research.
When we have an approval flow, `pending-approval` will be the state a
broadcast is in between being a draft and broadcasting.
This means it is the earliest stage at which a broadcast can appear on
the dashboard, so this commit adds a new section at the top of the
dashboard to display these broadcasts (since the dashboard is in a
reverse chronological order).
Rather than displaying the scheduled time, the extra information shown
is the person who drafted the broadcast, since I reckon you’ll be coming
to this page because they’ve asked you to approve their broadcast.
The styling of the empty message seems to conflict with the hard-coded
widths added by the `dashboard-table` class. So we should only add the
`dashboard-table` class when there is content we need to control the
width of.
Same technique as we use for other pages that update via AJAX.
I’ve split the page up into separate chunks because the DiffDOM library
we use finds it easier to work out what’s changed when there are fewer
elements/a shallower tree.
