e918e2497b Rename mixin to clarify purpose
`SortableMixin` no longer has anything to do with sorting, except that
it inherits from the similarly-named `SortByNameMixin`.

This commit:
- renames it to describe its main purpose: doing equality (and identity)
  checks based on the `id` attribute
- makes it no longer inherit from `SortByNameMixin`, so that the two can
  be used independently or combined

82b3a96a83 Use SortByName mixin where possible
Implementing `__lt__` makes objects sortable.

Rather than reimplementing `__lt__` each time we want to make an object
sortable by name, we can inherit from the extant `SortByNameMixin`.

6a3aba3bc5 Store CRS to avoid costly lookup
Looking up the coordinate reference system for a given polygon’s bounds
is surprisingly expensive.

We can make things run faster by precomputing it at the time of
generating the simplified polygons, then storing it in the SQLite
database alongside the polygon data.

0cf443e9a6 Use already-transformed polygons wherever possible
Transforming full resolution polygons to linear coordinates is somewhat
expensive. We can make things run faster by:
- looking at `simple_polygons` which have fewer points and are therefore
  faster to transform.
- reusing polygons that have already been transformed where possible

6cb326f153 Update utils to do linear transformation of polygons
Brings in https://github.com/alphagov/notifications-utils/pull/889/files

At the moment, we are not doing any transformation of features before
applying geometric algorithms to them. This is, in effect, assuming that
the earth is flat.

This new version of utils implements the transformation of our polygons
to a Cartesian plane. In other words, it converts them from being
defined in spherical degrees to metres.

For the admin app this means we need to convert places where the code
expects things to be measured in degrees to work in metres instead.

411fda81c0 Support custom broadcasts (without area IDs)
Custom broadcasts created directly via the API app won't have area
IDs since [1], where we started to distinguish between "names" (all
broadcasts have these) and IDs (for broadcasts created in this app).
We forgot to propagate the distinction into the code here.

This code fixes the bug for all broadcasts created after [1]. Any
custom broadcasts created before [1] will have their "ids" field set
instead of "names" so we won't show anything for them. This seems
reasonable as we don't support custom broadcasts yet.

de804805ac Refactor logic to identify types of areas
I did consider whether to store this explicitly in the SQLite DB,
but this is less effort for now and we can always switch to that
more robust approach in future if we need to.

427ac0c8c1 Fix misleading name for overlap method

Previously it was unclear what kinds of areas this method returned,
and whether there would be any duplicates (due to the hierarchy of
areas we work with). This clarifies that.

In addition, the areas returned may not overlap with the custom one
[1], so we should reword to avoid falsely implying that. We could do
the overlap check as part of the method as an alternative, but that
would create extra work when calculating the ratio of intersection.
We could always add "overlapping areas" as a complementary method to
this one in future.

A grandparent is not a parent, so the return value of these methods
were misleading. This makes it clearer.

'None' is the implicit return value. Since the filter was operating
on a yield that never yield 'None', it was redundant.

775954da9d Avoid doing a single SQL query per overlapping area
To count phones in a custom polygon we need to work out the percentage
of overlap with each known area. This means we need to get each known
area from the database to compare it.

At the moment we do this by running:
- one SQLite query to get the details of all matching areas
- a loop, which performs one SQLite query *per area* to get the polygons

This commit reduces the number of SQLite queries to one, which uses a
`JOIN` to get both the details of the areas and their polygons.

This gives a speed increase of about 25% for a big area like
Lincolnshire.

e7ec77c5bb Make calculating overlapping areas faster
By using the simplified polygons instead of the full resolutions ones
we:
- query less data from SQLite
- pass less data around
- give Shapely a less complicated shape to do its calculations on

This makes it faster to calculate how much of each electoral ward a
custom area overlaps.

For the two areas in our tests:

5a378fe51f Use CustomBroadcastArea to estimate phones in bleed area
Our current assumption is that the bleed area has the same population
density as the broadcast area.

This is particularly naïve when:
- the bleed area overlaps the sea – no-one lives in the sea
- the broadcast area is a village and the bleed area is the surrounding
  countryside
- the broadcast area is adjacent to a densely populated area like a city

We can be smarter about this now that we have a way of determining the
number of phones in an arbitrary area, based on the known areas that we
have population data about.

Calculating the population in an overlap is a slightly more intensive
calculation. So we only doing it for areas which are smaller enough that
it doesn’t slow things down too much. For larger areas we still use the
more naïve algorithm.

fba8d09875 Move broadcast model code into an explicit module
Previously this was hidden away in an anonymous __init__.py file.
I did think about splitting the models into individual files, like
we do with the top-level models for the app. Since the models are
only imported in one place - i.e. are all used together - it didn't
seem worth the hassle, so I've kept them in one file.
