f150e2be12 Refactor on/off table fields into component
There’s a lot of repeated code in our Jinja templates for the settings
page.

We already have a `boolean_field` component, but it’s not used anywhere
(it was just lifted from Digital Marketplace).

So this commit changes the `boolean_field` component to be useful for
our on/off use case, and wires it into the settings page.

363a3e1864 Add settings page for inbound SMS
Users might be interested in inbound SMS. And when it’s fully
available, they’ll probably be able to control whether it’s on/off for
their service.

Until they point, the only way of getting it is to ask us. So let’s make
an in-the-meantime page that directs them to ask us, from the place
where they’d be able to do it themselves.

fe24501075 Add a platform admin button to service-settings page to turn the inbound_sms messaging on and off.
If clicked you will be prompted to enter a sms sender number, when setting the permission on or off.
Team members will always be able to see the number, but will only be able to change it if the inbound_sms permission is off.

61470391bf Add platform admin setting for letter branding
Does two main things:
- defines what ‘brands’ we support, in terms of the ID that DVLA use
- adds a form to choose which branding a service uses (currently
  platform admin only, like email branding)

By doing this we will be able to (with some more work) preview and send
letters with a variety of different branding.

8a4c8526fa Use 19px not 16px type in more places
Making the navigation narrower means that we have more space on every
page. So on pages where we had to use 16px type just to fit stuff on the
page we can now bump the type size up to something less miserly. This is
mainly the team and settings pages.

We still need to use 16px on pages which list notifications or previews
of spreadsheets, because we’re still trying to fit a lot of information
onto these pages, so every little space-saving helps.

5c3588445e add letter_contact_block edit fields
no actual template functionality yet - just the ability for services
that have letters enabled to edit a 10 line block that will go on the
top right hand side of their letters with contact information

135ff1ee77 Include service name in page <title>
In pages specific to a service (e.g. dashboard and sub pages) the title
needs to distinguish which service it applies to. This is mainly to give
context to screen reader users who could be managing multiple services.

Implementing this uses template inheritance:

`page_title` includes `per_page_title` includes `service_page_title`

‘GOV.UK Notify’ is inserted into every page title.

Pages that set `service_page_title` get the service name inserted too.

Seen it a few times in research where people are like “so it’s live now
… I think. Is it?”

Let’s tell them exactly what’s happened. Also a chance to get @minglis’
idea about showing the daily limit.

a36f38edb8 Remove banner for trial mode message
The yellow banner didn’t make this information much more noticeable,
and it made some people miss the request to go live link because it
wasn’t blue.

4a596c1dd2 Add a new banner for telling you about trial mode
We’ve found in research that developers have no idea they’re in trial
mode until they hit an error. And even then they don’t really know what
trial mode means.

So this commit:
- adds a message to the API integration page about trial mode
- puts it in a really yellow banner to draw attention to it
- adds the same banner to the settings page

3b3245adbd Explain trial mode on the settings page
The previous text on this page around trial mode was a bit of a
mouthful. Also it only really made sense if you already knew what trial
mode was.

This commit tries to make it really explicit:
- that you’re in trial mode
- what it means to be in trial mode (copied from the trial mode page)
- where you go to not be in trial mode

05a493f1e8 Remove ‘suspend API keys’
This was an early reckon feature. There were a few of problems with
it:
- it worked on the service, not just on the API keys as described
- it was back to front, ‘suspending’ a service set `active` to `True`,
  reactivating it set `active` to `False`
- no part of the API actually respected the `active` flag on a service

The same intent can be acheived by either:
- revoking an API key
- having a platform admin put your service back into trial mode

So this commit removes the link and the code behind it.

3719cdd115 Make settings page a table not a browse list
There’s no way of seeing what the current settings are for a service
without individually going to the pages where you can change them.

This commit replaces the list of settings with a table. The table plays
back the current value for each setting.

This is a pattern that has worked well on various services[1] as well
as on our own user profile page.

It can be up to eleven characters alpha numeric, no special characters

45241d6232 Put a form on the request to go live page
This commit:
- moves things around a bit on the request to go live page
- sticks a textbox in there

So when someone click the big green button, we will get a support ticket
that looks something like:
