8b7f2fbf04 Stop using _external=True in tests
It looks like, by default, Flask no longer makes full URLs, for example
`https://example.com/path`. Instead it does `/path`. This will still
work fine, and if anything is better because it reduces the number of
bytes of HTML we are sending.

It won’t mean that requests go over `http` instead of `https` without
the protocol because we set the appropriate HSTS header here:

This commit changes all our tests to reflect that URLs no longer have
the protocol and domain in them. `_external=True` is Flask’s way of
saying whether a URL should be generated with the domain and protocol
(`True`) or without it (`False`).

Again, I can’t find the changelog or diff where this was introuduced,
but if you’d like to go spelunking then here’s a starting point:

c37258fd0d Stop using logged_in_client_with_session fixture
We have a `client_request` fixture which does a bunch of useful stuff
like:
- checking the status code of the response
- returning a `BeautifulSoup` object

A few of our tests still use an older fixture called
`logged_in_client_with_session`. It’s not clear how this is different
from `logged_in_client`, which we have replaced with `client_request`.

So this commit goes ahead and converts all the tests using
`logged_in_client_with_session` to use `client_request` instead.

c2d9a56ff4 Bump Werkzeug to version 2.0.2
This is the newest version.

Pyup is complaining about vulnerabilities in version 1.0.1, specifically
> Werkzeug version 2.0.2 improves the security of the debugger cookies.
> "SameSite" attribute is set to "Strict" instead of "None", and the
> secure flag is added when on HTTPS.

Previously we were using whatever version of Werkzeug that Flask
specified this pins it to get rid of the vulnerability without having to
upgrade everything at once.

This requires a few changes to tests which were relying on importing
`session` and `current_user` from Flask. Previously it seemed that
importing these in the tests referred to the same object that was being
used in the app. This appears to no longer be the case. This commit
works around that by:
- using a context manager to get the contents of the session, like we
  already do in most tests
- asserting that the mock which logs the user in is being called with
  the right values, rather than looking at the state of the
  `current_user` object (which was probably giving false certainty
  anyway)

f369f76ae4 Count recently-returned letters on the dashboard
Currently you have no way of getting to the returned letter page. This
commit adds a link to it from the dashboard, following the pattern of
the new received text messages banner.

8a19d9496a Check if user is authenticated before signing out, this will prevent a 500 if the user is an AnonymousUser.
I ended up creating a new test user and logged_in_client, which isn't really great. But I tried adding a current_session_id to the active user in the test, but that broke all other tests.
I tried setting current_session_id in all the users being tested but that didn't work either. I'd like to come back to fixing the tests and reducing the number of conftest methods in another PR. For now this fixes the bug.

937c9f2adc Ensure that the session is logged out server side, not just client side.
Anytime a user clicks "sign out" we should be signing them out server side as well. This can be accomplished by setting the Users.current_session_id = null.
I found that the method User.logged_in_elsewhere doesn't need to check if the current_session_id is None. The current_session_ids in the cookie and db (redis or postgres) then the user should be forced to log in again.

889d601475 Put usage summary back on the dashboard
This reverts 1b1839ad30, which removed
the usage from the dashboard because it was causing performance
problems:

> **The yearly usage section on the dashboard page takes too log as a
> result services with large yearly stats are timing out.**

> As a short term fix we have taken the yearly stats off the dashboard.

> There is a plan to create permanent statistic tables to warehouse the
> data.

The long term fix (the fact tables) is now in place, so it should be OK
to bring this back.

This is part of a wider piece of work to refresh the dashboard page now
that jobs are moving to their own page.

883b07e3f0 Use client_request fixture where possible
It:
- saves repetetive boilerplate code
- does some extra checks (eg checking for a `200` response)
- makes the codebase less confusing to consistently do the same thing in
  the same way

78a6f86043 use service statistics endpoint instead of detailed service
we're not actually looking at the detailed service aspects - just
the stats. We're doing this in three places:

* dashboard
* notification activity page
* when checking jobs to see if we're over the daily limit

change these places to use a new api endpoint (service/id/statistics),
which hopefully be a little more performant, and will definitely be a
little more organised - moving away from generic endpoints with loads
of optional parameters.

We still need the detailed endpoints for the platform admin page tho.

e373296bd9 Show inbound messages on the dashboard
This commit adds two things:

a section on the dashboard to show how many inbound messages the
service has received in the last 7 days, and how recently an inbound
message has been received
---

Doesn’t show the contents of any messages, just like how the rest of the
dashboard is an aggregation, never individual messages.

a page to show all the inbound messages the service has received in
the last 7 days
---

This shows the first line of the message. Eventually this will link
through to a ‘conversation’ page, where a service can see all the
messages it’s received from a given phone number.

929dc45224 Normalize whitespace in test arguments
We have a bunch of different styles of handling when function
definitions span multiple lines, which they almost always do with tests.

Here’s why an argument per line, single indent is best:
- cleaner diffs when you change the name of a method (one line change
  instead of multiple lines)
- works better on narrow screens, eg Github’s diff view, or with two
  terminals side by side on a laptop screen
- works with any editor’s indenting shortcuts, no need for an IDE

Also, trailing comma in the list of arguments is good because adding a
new argument to a method becomes a one line, not two line diff.

00030bc254 Add usage to the dashboard
Takes the number of emails and SMS fragments sent from:
https://github.com/alphagov/notifications-api/pull/273

Using these numbers it’s possible to show:
- how much of your allowance is left
- or how much you have spent

For now the allowance and rates are hard coded.

Only for users that have manage service.

b28fbc16d7 A platform admin user is able to see a list of all services.
Each service on the list is linked to the dashboard page of the service.
The platform admin user can see/edit templates, see/invite users, see/edit service settings.
The platform admin user can not send messages, see/edit api keys and developer docs.

035d4152fd Use session.clear() sign-out.
NOTE: you can not test that the session is cleared out by checking the session cookie does not exist on the index page,
because ItsDangerousSession will create a new session when it hits the index page. The unit test confirms that the session has been cleared.
