92d25f5a69 Convert frontend display to be just UTC (#540)
This changeset converts the display of dates and times to be just UTC to match the recent changes in the backend. This unwinds a bit of work that was done previously and allows us to start with a clean slate in how we want to approach displaying dates and times going forward. It also adds a bit of explanatory text to help users.

8b7f2fbf04 Stop using _external=True in tests
It looks like, by default, Flask no longer makes full URLs, for example
`https://example.com/path`. Instead it does `/path`. This will still
work fine, and if anything is better because it reduces the number of
bytes of HTML we are sending.

It won’t mean that requests go over `http` instead of `https` without
the protocol because we set the appropriate HSTS header here:
0c57da7781/ansible/roles/paas-proxy/templates/admin.conf.j2 (L11)

This commit changes all our tests to reflect that URLs no longer have
the protocol and domain in them. `_external=True` is Flask’s way of
saying whether a URL should be generated with the domain and protocol
(`True`) or without it (`False`).

Again, I can’t find the changelog or diff where this was introuduced,
but if you’d like to go spelunking then here’s a starting point:

8b93a977a0 Remove temporary raw_response argument
We added a new argument to `client_request.get` and
`client_request.post` to specify that it should return a raw `Response`
object rather than an instance of `BeautifulSoup`.

This is useful because sometimes we need to look at stuff like the
response headers.

However it turns out we already have a separate method for this, so
rather than invent something new I think it’s better to stick with the
thing we already have.

0706664be4 Stop using logged_in_client fixture
We have a `client_request` fixture which does a bunch of useful stuff
like:
- checking the status code of the response
- returning a `BeautifulSoup` object

Lots of our tests still use an older fixture called `logged_in_client`.
This is not as good because:
- it returns a raw `Response` object
- doesn’t do the additional checks
- means our tests contain a lot of repetetive boilerplate like `page = BeautifulSoup(response.data.decode('utf-8'), 'html.parser')`

This commit converts all the tests using `logged_in_client` to:
use `client_request` instead.

af7882e5a4 Show status when job has exceeded the daily sending limit
If a job exceeds the daily sending limit, show that on the job page. The job is only created if the sending limit has been reached when the delivery app is processing the job, usually this error is caught at the time the CSV is uploaded and the job is not created.

82318387de Add hidden text for pills on job page
The links in the blue boxes on the job page needed hidden text so that
they work out of context. This changes the text from "10 sending" to "10
sending text messages" (with the message type hidden text).

1e55a8cbbe Remove uses of .assert_not_called
I prefer to avoid `assert_not_called`, because if I make a typo like
this, the tests will still pass:
```
    app.invite_api_client.create_invite.asset_not_called()
```

It’s harder to have a false positive with the statement written this
way:
```
    assert app.invite_api_client.create_invite.called is False
```

e0de65cd81 Call mock rather than using fixture
Our get_notifications fixture tries to be too clever and work out which
fields to return based on what arguments it’s called with. This is very
indirect and makes the tests less specific.

In other places we call the mocking code directly with arguments that
make it more explicit what the mocked response should be. This commit
does this for tests that we’d otherwise have to make changes to the
fixture for, because postage can no longer be `None` for letter
notifications.

3ad00adfb3 Reverse chronologically sort scheduled jobs
Now that scheduled jobs are mixed in with regular jobs it looks weird
for the sort order to be different. This makes the sort order
consistently go from furthest in the future to furthest in the past.

The old sort order made sense when scheduled jobs were displayed
separately on the dashboard.

3df3db1609 Fix navigation around uploads and jobs
The uploads and jobs page should start showing in the _Uploads_ menu on
the left hand side.

If you’ve navigated to a job from the uploads page (ie you haven’t got
to that page because you’ve just sent the job) then you should see a
link back to the uploads page.
