Similar to the bug shown here
https://www.pivotaltracker.com/story/show/181513431, but to fix the case
when previewing a letter send using a CSV upload it wasn't using
template values to calculate the page length.
This strengthens the initial check of what's in the session to make
sure it contains some kind of recipient. Without this, we get:

I'm not sure how to reproduce this, but this should at least give
the user a better experience, instead of a 500 page.

This brings a few performance improvements for RecipientCSV, which
we use to preview and process CSVs. One change also renames one of
the attributes for the class to "guestlist".
This has several advantages:
- It gives us more room to explain the error and actions. This will
be useful for upcoming work we want to do, which will add yet more
validations for CSV uploads.
- We already use a flash to show certain kinds of errors on these
pages (just above). This is more consistent.
- It's potentially more accessible. Previously the error and the
button text used to be read out as a single sentence. Now the page
reloads and reads the flash error alone.
In theory we should show an error in both places, but this can be
confusing on pages where there's only a single form control, and
especially if the error is long.
In https://github.com/alphagov/notifications-admin/pull/3663/files we
made specific routes for sending the ‘tour’ text message, rather than
sharing the ‘one-off’ routes in `send.py`.
This commit moves the final route in the tour journey into `tour.py` as
well, which is where I expected to find it when I was looking for it
just now.
previously we'd skip the template page entirely if someone didnt have
manage templates/api keys permission. however, if the template is
deleted you'd then go through the flow entering placeholders and stuff
before it would then crash when trying to send.
instead, just bounce the user to the template page. It has the content
and says when the template was deleted.
