53f5ebdd48 Add some visual differentiation for null info
We use light grey for stuff like ‘not set’ elsewhere. This knocks it
back a bit so the actual information on the page is more prominent.

14a3420fbe Split list of user’s services into live and trial
This gives us as platform admin users a bit more context when we’re
looking at a user’s profile.

062f42b769 Rename all_services property on user
For consistency with `.organisations`/`.organisation_ids`.

`.services` returns a list of semi-rich dictionaries for each service.

`.service_ids` returns service IDs only.

63ba3a6f30 Put organisations on the user model
As in other places, putting a model layer between the view and the API
client makes the code cleaner and clearer.

00bb7a0ea0 Add page to archive user
Users can only be archived by Platform Admin from the user page
(/users/<user_id>). This removes them from all services and orgs and
updates their details.

d9da219b7e Use a macro for form tags
This will stop us repeatedly forgetting to add `novalidate` and
`autocomplete='off'` to our forms (which is how most of them are set
up).

It uses sensible defaults, based on how we most-commonly configure
forms:
- most of our forms are `post`ed (but this can be overridden)
- `autocomplete` should only be enabled where it makes sense, otherwise
  it’s more annoying than useful (but this can be overriden)
- we should never be using HTML5 form validation because our own error
  styles and messages are better

8258de084c Change part of the tests to use client_request
Two tests retained the old syntax because of mocker conflict:
when logging in as a user through client_request, it sets up a
side_effect on user_api_client.get_user to the user you log in
as. If you later want to set return_value for get_user to
something else, problems start :d.

4cd465753a Add view that displays user information, including:
- name
- email
- phone number
- services
- last login
- failed login attempts if any

The view can be accessed from results of find_users_by_email

logged_in_at added to User serialization on admin frontend as
a part of this work

d1a05e2ec5 find_users_by_email view calls API and feeds results to template
Template then displays the results.

Page displays a message if no results found
