73c531f70d Improvements based on frontend feedback
Paired with @aliuk2012 on the implementation and
with a view to making the component generic enough
to be used on digital marketplace apps as well.
These changes came from that session.

They include:
- removal of an unused `data-accept-cookies`
  attribute
- removal of `govuk-!-padding-top-4` class and
  moving of associated styles into component CSS
- swapping out the `aria-label` on the parent
  element for an `aria-describedby` linked to the
  h2 to have one thing labelling the banner region
- removal of unused CSS and any already provided
  by the govuk-button class
- inclusion of @import's for styles attached to
  govuk-body and govuk-button classes

ce52746f74 Update cookies page
Includes:
- new content
- added option to turn analytics on/off
- non-js version for the on/off switch
- a banner to confirm user's choice was saved,
  shown when they click the save button
- the cookie banner that appears on all other
  pages removed from this page

3a6537f49f Add new cookie banner code.
Copies HTML and Sass from GOV.UK Pubishing
components cookie-banner with changes to content
and functionality to better suit Notify.

Changes are:
- adds a 'reject' button which the GOV.UK
  code doesn't have
- adds Sass from the GOV.UK Frontend button
  component which the GOV.UK version used so
  is included here
- removed click tracking from cookie banner

227fca6263 Make appearance of ‘empty’ table rows even
Our table rows take up 65px vertical space.

We also have things that look like rows that say:
- there are no rows
- there are more rows than can be shown on screen

This commit makes them appear the same height.

3b7dc05dd6 Add a page for each report
It’s useful to get some kind of preview of the report before you
download it.

And if there’s only a few letters in there then you might not even need
to download it at all.

For teams with lots of letters we don’t want the page to load too slowly
so let’s cap the number of displayed items to 50, same as previewing
a spreadsheet.

62fbc07bff Use --end class for header nav
Uses `govuk-header__navigation--end` class which
does away with the need for a custom override.

d13db305c1 Convert <details> on API page to macro HTML
The GOV.UK Frontend details component macro
  wraps its `<summary>` text in a `<span>`.

  We put a `<h3>` in the `<summary>` (actually valid
  use, based on the spec) so this breaks when the
  `<span>` wraps it.

  This converts the existing `<details>` tag to use
  all the class names the macro creates, but with
  all the `<summary>` contents in the `<h3>`.

  Also adds font-smoothing to the messages on the
  API page. This was previously set globally for
  all fonts in the GOV.UK Template CSS but is now
  just set for the New Transport 'nta' font.
  Included because the messages use the monospace
  font so don't have it by default.

810e880bb5 Update all, but one, <details> to component
Includes:

- in gulpfile.js:
  - add details macro to list of those copied from GOVUK Frontend
  - remove existing details polyfill
- convert all, but one, <details> tags to use GOVUK Frontend details component
- add jinja boolean filter to help setting 'open' attribute of <details> tags

Notes on the `<details>` not included in this:

The `<details>` used for notifications items on
the API integration page is not possible to
reproduce with the GOV.UK Frontend macro so I'm
splitting the resulting work out into it's own
commit.

5233ee4bd9 Add a form to set priority of top 2 providers
Their priority should always add up to 100%. Currently we have to ensure
this by hand. Adding this form means there’s no way to not set their
combined priorities to 100%. And it’s a bit more of an intuitive UI than
two textboxes on separate pages.

16ebdfeb8b Add page showing priority of two SMS providers
It’s not very useful to know the priority of one provider without
knowing the other. And these pages were never really designed, so they
weren’t super easy to understand anyway.

This commit adds a page that takes the first two text message providers
and shows their relative priority against each other.

It follows the design of the events page, as a pattern for showing a
log of historical events.

a4482ee734 Set font-family on buttons to NTA temporarily
Until we change all the buttons to use GOVUK
Frontend we need this CSS to give them the New
Transport (NTA) font-family.

Was previously in GOVUK Template CSS but missed
out from being moved across when this was removed:

f05f7b2661 Return main content area to position: static
Was set to `position: relative` to solve an issue
on the produce page. This introduced other issues
with the sticky JS and the fix is only needed for
the product page so this moves it to that CSS.

The previous fix was applied here:

The global CSS we're keeping from the GOVUK
Template styles needs to go in the same position
as it was before, above GOVUK Elements.

This means we can't use any variables from GOVUK
Frontend in it so this changes the link colour
back to what it was (until all links get updated).

The cookie_message block was part of GOV.UK
template but is not included in the GOV.UK
Frontend template.

This adds it back in along with JS to set the
cookies from GOV.UK template and styles, taken
from the Design System's website (which I assume
has the right colour contrast).

a2075ecdd2 Replace removed global GOV.UK Template styles
GOV.UK Template included styles targeting elements
by their tag name, so affected all elements of
that type. Removing these files removes certain
styles from the top of the cascade.

Moving all components to GOV.UK Frontend (that are
possible) should fix this further down the
cascade. This adds them back to plug the gap in
the cascade until that work happens.

GOV.UK Frontend gives `<main>` different padding
on the top and bottom to us.

This adds our spacing to `<main>` for pages
without a side nav (except the product page which
is special) and to the row containing the `<main>`
and side nav sections on pages that have a side
nav.

stacking](https://developer.mozilla.org/en-US/docs/Web/CSS/CSS_Positioning/Understanding_z_index/Stacking_without_z-index_
so it was above `<main>`.

This aligns `<main>` with the header, meaning
`<main>` appears above it due to being below it in
the document.

98edecbe29 Stop recipient address wrapping to multiple lines
Stops the sticky footer getting too tall. Added a title attribute so
