348e29fb40 - Removed links to the gov uk stylesheets
- Deleted /stylesheets folder
- Removed sass build from gulpfile
- Changed gov links to usa links
- Changed other govuk styles, like breadcrumbs
- Changed name of uk_components file to us_components
- Fixed a few tests that broke on account of the changes

4575ad0fcd Only check for WebAuthn where it's used
This scopes the check for WebAuthn API to the page where we need
it, which will slightly reduce load times for other pages. Since
we want this script to execute ASAP, I've added a new block for
extra JS to run at the start of the body.

2039d3aa45 Prevent registration if WebAuthn is not supported
This hides the "Register" button and shows an error that's specific
to one of two ways a browser may not support WebAuthn:

- JavaScript is disabled (there's no possible fallback for this).
- WebAuthn API is not supported (e.g. on Internet Explorer).

We could add a similar check for the API in the JS code to handle
the button click, but hiding it seems like enough protection.

In order to avoid elements flashing when the page loads, this uses
a view macro to embed a script at the start of the body element,
which is the same approach used for the "js-enabled" class flag [1].

Tested with Chrome and IE 11.

ea124f2886 Tell browsers to preload fonts
When looking at Google’s PageSpeed Insights tool as part of the
compression work I noticed a suggestion that we preload our font files.
The tool suggests this should save about 300ms on first page load time.

Our font files are referenced from our CSS. This means that the browser
has to download and parse the CSS before it knows where to find the font
files. This means the requests happen in sequence.

We can make the requests happen in parallel by using a `<link>` tag with
`rel=preload`. This tells the browser to start downloading the fonts
before it’s even started downloading the CSS (the CSS will be the next
thing to start downloading, since it’s the next `<link>` element in the
head of the HTML).

Downloading fonts before things like images is important because once
the font is downloaded it causes the layout to repaint, and shift
everything around. So the page doesn’t feel stable until after the fonts
have loaded.

Google call this [cumulative layout shift](https://web.dev/cls/) which
is a score for how much the page moves around. A lower score means a
better experience (and, less importantly for us, means the page might
rank higher in search results)

We’re only preloading the WOFF2 fonts because only modern browsers
support preload, and these browsers also all support WOFF2.

We set an empty `crossorigin` attribute (which means anonymous-mode)
because the preload request needs to match the origin’s CORS mode. See

for more details.

We set `as=font` because this helps the browser use the correct content
security policy, and prioritise which requests to make first.

d0d3fc6857 Add a map
So you can check you’ve chosen the right areas, and to give you a clear
idea of where the boundaries of an area are.

The Javascript and CSS for the map is only loaded on this page because
it adds quite a few kb, and we don’t want to be sending assets to the
majority of our users who will never see them.

92ffe3a78c Use meta tag to tell search engines not to index
Google’s documentation says:

> robots.txt is not a mechanism for keeping a web page out of Google. To
> keep a web page out of Google, you should use noindex directives

A noindex directive means adding the following meta tag to pages that
shouldn’t be indexed:
```html
<meta name="robots" content="noindex" />
```

It’s also possible to set the directive as a HTTP header, but this seems
trickier to achieve on a per-view basis in Flask.

I’ve implemented this as a decorator so it can quickly be added to any
other pages that we decide shouldn’t appear in search results.

41dd7a883b Add who’s its for page
We have a policy about how suppliers are allowed to use Notify. But we
don’t explain it anywhere. Which drives contact to our support form.

This commit that adds a new page that explains the policy.

I’ve moved the related content about who else can use Notify from the
get started page to this page as well, where it doesn’t need to sit in
a details element.

2a76fd9ee8 Reduce usage of the platform admin index page
This page is slow to load which means:
- it’s annoying for us
- it’s potentially causing load on the database

This commit does two things to reduce the amount we’re unnecessarily
looking at this page:

1. Avoid redirecting to it when signing in as a platform admin user
2. Don’t go directly to it when clicking ‘platform admin’ at the top,
   but instead show a holding page (there’s a fair chance you’ve clicked
   that link in order to go and manage some email branding or find a
   user, not wait for stats to load)
