30330d86b1 Change performance stats to be 2 decimal places
We are starting to see lots of 100.0%s in the current table
and we think this looks suspiciously too good so think it is
beneficial to change it to be 2dp such that we get a few more
non 100.0% values.

This will put all the values in to having 2dp, however it will
also require the API to have a change to

where it is currently losing the granularity down to a single
decimal place (meaning that if we were really at 99.894% then that
would be shown on the page as 99.90% rather than 99.89%). However,
I don't think it is a blocker that we get that sorted before this
can be merged.

47e303b8c3 Add downloadable report for org usage
This is so org level users can use this data easier for things
like determining spending per service.

We do not include sms fragments sent column and remove other sms columns

consistency.

Do not add sms fragments sent column for now until we agree on an
unambiguous name for it. The data in this column is sms billing units
multiplied by international sms weighing. My favourite for a clear
name would be 'text message credits used', but we need a naming
strategy for this.

2e53a2b6f8 Add GOVUK visually hidden style for map key
The sentences in the key to the map have 2 forms:
1. the visual form, with an graphic pattern
   alongside text saying what the pattern means
   in the map
2. the semantic form, with text describing what
   the pattern means and how big an area it covers
   for this alert

This is achieved by making the graphic
non-semantic and having hidden words in the
sentence for each paragraph.

While the spaces between words are correct for
both forms of these sentences, we observed screen
readers speaking some groups of words as one when
they spoke the sentence. Most noticably, 'the
alert' was spoken as 'thealert'.

Swapping the class used to hide the visually
hidden words from ours to the GOVUK one seemed to
fix this. It's unclear why it does but the
`govuk-visually-hidden` class adds the following
styles to those in ours:
- width: 1px
- height: 1px
- white-space: nowrap

It also has `margin: 0` instead of `margin: -1px`.

bc22c206b9 Make images in key of map SVGs
At the moment, the icons in the key of the map
showing what each type of area drawn on the map
means change colour in high contrast mode. This
causes a mismatch between the areas on the map and
the key.

These changes remake the images in SVG to prevent
the colours changing in high contrast modes. They
also add a white background to the icons, to make
sure they match the areas they refer to in the
map.

services this means we can make a `SerialisedModelCollection` rather
than writing a manual loop.

b4b124d681 Fix bug with reply to email addresses

There was a bug where if you enter an invalid email address in
to the edit reply to email address form and click save, the
form you get shown with your error message will always contain
the field to set as default the reply to and also delete. This should
not have been the case. If you make an error on the form when
changing a reply to that is already a default, then you should not
be given the chance to change it to not default, nor should you
be able to delete it.

This commit fixes that bug by making sure the additional form fields
are only shown if the reply to being changed is not the default.

21999f152a Remove extra group from remove SVG
The SVG used for the 'X' in the remove area button
has 2 <g> (group) elements, one wrapping
everything and one wrapping the two lines that
make the cross. The first <g> isn't needed and
means that the SVG ends up with 2 accessible
names:
1. the <svg> element gets named with the text from
   the <title> because of it's aria-labelledby
   attribute referencing it
2. the first <g> gets named with the text from
   the <title> because the algorithm that gets the
   name looks for any descendent <title>s

This removes the first <g> so only the accessible
name for the <svg> gets announced.

b1ab167e1d Tweak spacing, size and hover state when focused
The size and position of the 'X' has deviated a
bit from the design intentions of the original.

The original shared the x-height of the area text
and has positioned to be vertically and
horizontally centered.

These changes assume an x-height of 11px and use
flexbox to center the new 'X' horizontally and
vertically.

This also tweaks the visual state when focused and
then hovered so matches other buttons without
breaking the design.

c34fd4de6e Make remove ('x') links buttons
The text never had underlines like our other
link-button components so always looked like
buttons. If they look like buttons, they should
act like them too and have those semantics.

This give them a role of button and uses the class
and data attribute for the button component from
GOVUK Frontend to make them work like one.

These changes include a fair amount of styles to
override those the govuk-button class brings in.
I've tried to mark those ones to at least make
that obvious.

9d59edb3ce Replace 'x' psuedo element with SVG
The current link button for removing an area is
created using a psuedo element with an 'x' as
content.

The inline box for the 'x' overlapped its parent.
This is visible in high contrast mode, breaking the
parent's border. Despite existing in CSS, the 'x'
is also announced by screen readers, which is not
what we want.

This changes it to be an inline SVG with a role of
image. It doesn't require as large an inline box
so doesn't cause visual issues in high contrast
modes. It also means we can set it's label similar to
how you would an image's alt text, giving us
control over what is announced by screen readers.

This commit also includes some extra CSS,
targeting high contrast modes, giving the
link button the following when viewed in those
modes:
- a complete border so it is
  distinguishable from the list item
- a focus style

b61b15d5b9 Bump due dates on accessiblity statement
Work prepping the interface that will be used for
emergency alerts for its accessibility audit has
taken priority so the issues in this statement
will need to be worked on later than we expected
when we originally set the dates for them to be
fixed.

This moves the work forward to be started after
the emergency alerts work is complete.

151a61f7d3 Fix headings on choose account page
You’re supposed to see the two column layout on this page if you have
multiple categories of things to show.

We weren’t counting the ‘platform admin’ section as one of these
categories so platform admin users with only live services or only trial
mode services were inadvertenly seeing a mixture of the one column and
two column layout.

Also this logic around the headings wasn’t tested before – now it is.

b968c0299e Change map key items from list to paragraphs
I recently found that there is a problem with the
overuse of lists online for sequences of content
that don't need to be in a list. I think that's
what we're doing with our map key.

The problem is large enough that browsers include
heuristics to determine if lists should be
presented as such to the accessibility API (and so
to assistive tech' like screen readers). This
thread contains more details:

Based on the metric described in the thread:

'If all of the styles that make it “list-like”
have been removed, it’s no longer relevant to
convey it as a list.'

...or

'if a sighted user doesn’t need to know it’s a
list, why would a screen reader user need to know
or want to know?'

Based on that, I think the items in our map key
should be paragraphs, not items in a list.

Also, they read really well as sentences when
announced by a screen reader, partly because of
the extra (hidden) info @quis added to them.
This also doesn't change their visual appearance.

6747bd8bcf Change layout of tour pages showing service nav
They have the service navigation inside the <main>
block. This means you can't bypass it when you use
the skiplink.

This copies other layouts that inherit from
admin_template.html and sets the contents of the
'main' template block so the service navigation is
placed before the <main> tag.

af7a0a52ab Change ‘title’ to ‘reference’ when writing alert
On the screen where you write an alert without a template Andy pointed
out that ‘title’ feels  bit out of place.

We chose this because ‘Template name’ definitely didn’t fit, but I agree
that reference is better.

c63313e839 Give WebAuthn illustration a fixed size
The browser uses the `width` and `height` attributes of the image tag to
allocate space on the page for the image.

If these aren’t provided then the browser will assume the image takes up
no space, until it’s downloaded it and had a look at what the file’s
dimensions are. This causes the layout of the page to jump once the
image downloads.

`149 × 150px` is the native size of the image. But we don’t want it to
display at that size, so this commit also adds some extra CSS which
keeps it looking the same, namely:
- the full width of the 1/4 page column on desktop
- the full width of the column minus a `40px` gutter either side on
  mobile (by using `box-sizing: border-box` the `40px` of padding is
  subtracted from the 100% width, rather than added to it)

2c55f4d0ce hard-code html error message for errorBanner
turns out that we're only using errorBanner with a static message, and
it's also full of rich html content. This means that it's probably
better to put it in the html templates with other content, rather than
hidden away in js files if we can help it.

Since there are two places, had to dupe the error message but i think
that's fine as i don't anticipate this error message being used in
significantly more places.

making it a string is a bit gross and means we don't get nice syntax
highlighting on it, but as it needs to be passed in to a jinja macro
that's the way it has to go unfortunately.

0b27d7e0a9 show error message in banner rather than an alert
the banner is a nicer user experience, and consistent with how we
display errors elsewhere in notify. For now pass through the error
message from JS, but we'll probably want to change that since the erorr
messages themselves are often a bit cryptic and unhelpful

49d1208056 remove name from copy-to-clipboard invocations
name is designed for a human readable description of what the thing
you're copying belongs to. (while thing is supposed to describe what the
value represents.

For example on the reply-to email address page, thing="ID" because
you're copying a uuid, and name is the actual name of the email address.
So the talkback speech will read out "copy ID to clipboard for
my@email.com, button".

However, in our case, there's no need to add what the context is for
since each copyable item on the page is something different (a sort
code, a VAT number, etc).

Removing the name makes the talkback just read "Copy sort code to
clipboard", which is what we want. However the macro also only shows a
header if the name is present, so we have to add the header manually.

86c413557c move financial deets to an environment variable
lets us keep cabinet office financials safe in the credentials repo

the dict in the creds repo will either be an empty dict or a full dict,
so the env var on paas will always contain some parseable json. But
locally it might not, so if it's not set at all then default to the
string `null` so the json parsing doesn't throw a wobbly.
