18985821a9 Advising about future letter pricing from 1 October
This is just the pricing page, we'll sort the pricing table etc separately...

W're removing non-crown pricing as we won't be charged differently any more. But we will retain the concept of non-crown as we may change differently ourselves in the future.

1b6c357dea Use new value of SMS_CHAR_COUNT_LIMIT from utils
Admin, API and utils were all defining a value for SMS_CHAR_COUNT_LIMIT.
This value has been updated in notifications-utils to allow text
messages to be 4 fragments long and notifications-admin now gets the value of
SMS_CHAR_COUNT_LIMIT from notifications-utils instead of defining it in
config.

dc6d66daba Make people sign in to get the agreement
Currently we have a bunch of users who aren’t signed in asking us for
the agreement.

This is bad because:
- it’s slower (for them) than just being able to download it
- it creates work for us

We can’t just offer the agreement to anyone, but we can offer to it to
anyone who’s signed in because we now let people self-select which
version to download when we can’t tell which one to give them.

64b5f03dcd Don’t populate support form with arbitrary text
I don’t think it’s a massive risk (we’re certainly mitigating against
any XSS), but having a page on a GOV.UK domain where you can prefill
text on the page from a query string probably isn’t great.

So this commit restricts prefilling the support form to a set of
named questions.

c2bc7eca2c Make pricing page consistent in talking about MoU
We shouldn’t tell people on one page (the terms page) that we know about
their organisations agreement and then on the pricing page tell them to
contact us to find out what we know about the agreement.

So this commit adds the same logic from the terms page to the pricing
page, with wording that makes sense in the pricing context.

555392b5da Allows services to choose if they can send letters
Our support ticket analysis shows that the most common action request
after going live is turning on letters.

We just do this for any team that requests it – there’s no gatekeeping.
So we should just allow people to make the change themselves.

This will be a better experience for our users, and less work for us.
The design of the page replicates roughly what we have for international
text messaging.

135ff1ee77 Include service name in page <title>
In pages specific to a service (e.g. dashboard and sub pages) the title
needs to distinguish which service it applies to. This is mainly to give
context to screen reader users who could be managing multiple services.

Implementing this uses template inheritance:

`page_title` includes `per_page_title` includes `service_page_title`

‘GOV.UK Notify’ is inserted into every page title.

Pages that set `service_page_title` get the service name inserted too.

acdbba694e Use ‘pence’ in full
This matches what we now do on the product page.

From the GOV.UK style guide:
> Write out pence in full: calls will cost 4 pence per minute from a landline.
