1f278bdd07 Go back to template after editing contact details
Users who go to edit the contact details for a letter from the template
page get very confused when they click save and are dumped on the
settings page. It doesn’t match the way editing other parts of
letter works, and you can’t see an accurate preview of the changes from
the settings page.

So this commit changes the flow to go from the _edit contact details_
page back to the _view template_ page when the user has got there by
clicking the blue _Edit_ button on the _view template_ page.

5c3588445e add letter_contact_block edit fields
no actual template functionality yet - just the ability for services
that have letters enabled to edit a 10 line block that will go on the
top right hand side of their letters with contact information

bbeb3595a8 update tests to work with new correct logged_in_client fixtures
mostly making sure that the correct user is set up. some minor changes,
such as giving the platform_admin service permissions (so that we can
test that platform admins can send letters)

d1b53682cd Remove <h2> tag around service name in nav
The heading structure of most pages is incorrect (`<h2>` followed by
`<h1>`). The `<h1>` indicates the main purpose of the page, the service
name (currently the first `<h2>`) doesn't need to be a heading.

929dc45224 Normalize whitespace in test arguments
We have a bunch of different styles of handling when function
definitions span multiple lines, which they almost always do with tests.

Here’s why an argument per line, single indent is best:
- cleaner diffs when you change the name of a method (one line change
  instead of multiple lines)
- works better on narrow screens, eg Github’s diff view, or with two
  terminals side by side on a laptop screen
- works with any editor’s indenting shortcuts, no need for an IDE

Also, trailing comma in the list of arguments is good because adding a
new argument to a method becomes a one line, not two line diff.

82064ca4d0 Make MOU a multiple choice question not a banner
If we want someone to read something (ie that they need to have the MOU
signed), then the best way is to make them interact with it.

And if someone doesn’t have the MOU in place, then we need to know to
send them a copy. The best way of them telling us this is in this form,
rather than sending them to the generic contact form and have them
compose a message saying ‘please send me the MOU thanks’, which we
haven’t seen anyone actually do.

96c592be10 add user permissions to the letters endpoints
you can get in with either "manage_templates" or "send_letters"

also improve running of a bunch of tests, by parametrising rather than
looping and by cleaning up some mock imports

ffdd20351e Fix bug where every service was ‘in’ trial mode
The message on the service settings page was being shown for every
service, whether or not they were in trial mode. It also tests for both
cases.

05a493f1e8 Remove ‘suspend API keys’
This was an early reckon feature. There were a few of problems with
it:
- it worked on the service, not just on the API keys as described
- it was back to front, ‘suspending’ a service set `active` to `True`,
  reactivating it set `active` to `False`
- no part of the API actually respected the `active` flag on a service

The same intent can be acheived by either:
- revoking an API key
- having a platform admin put your service back into trial mode

So this commit removes the link and the code behind it.

3719cdd115 Make settings page a table not a browse list
There’s no way of seeing what the current settings are for a service
without individually going to the pages where you can change them.

This commit replaces the list of settings with a table. The table plays
back the current value for each setting.

This is a pattern that has worked well on various services[1] as well
as on our own user profile page.

0f6a090470 Fix admin app putting service into research mode
We changed the `update_service` method to only update indivdual
attributes of a service, and only allow it to update specified
attributes: 0cfe10639a

We neglected to specify `research_mode` as one of the allowed
attributes.

This broke the app’s ability to put a service in or out of research
mode.

This commit:
- makes sure the tests cover this eventuality
- fixes the bug by specifying `research_mode` as one of the allowed
  attributes

002b58a062 Make service API client do partial updates
The service API client was updating every attribute of a service. Which,
while kinda clunky, is fine…

…until something calling it doesn’t pass in every attribute of the
current service. It was then defaulting optional parameters to `None`.
Which resulted in a bug whereby every time a service was set to live,
its `reply_to_address` and `sms_sender_name` got overwritten to be
empty.

This commit changes the `update` method to only require the service ID,
and pass whatever other named arguments it received straight through to
the API. The API handles partial updates just fine (I think).

3bfcf0f8b3 Users can set a value that appears as the sender of a text message.
It can be up to eleven characters alpha numeric, no special characters
allowed.

45241d6232 Put a form on the request to go live page
This commit:
- moves things around a bit on the request to go live page
- sticks a textbox in there

So when someone click the big green button, we will get a support ticket
that looks something like:
