0f0b8b8ae4 Move back link outside of main where it was used in the page header
The page_header macro includes an optional back link. Since the
page_header is always used inside `<main>`, where the back link should
not be, this stops setting the back link in the page header and instead
sets it in the new `backLink` block.

4df99bd27f Don’t allow paragraphs without class attribute
All paragraphs should have class="govuk-body", or be otherwise
custom-styled. This commit adds some extra checks to our test fixture
that looks for paragraphs that don’t have any styling. Our test coverage
is pretty good, so this should check almost all pages, and prevent
regressions.

I’ve done this in such a way that it can be extended for other elements
(e.g. links) in the future.

6c7e6fa64e Remove the code to handle optional address placeholders
Optional address placeholders aren’t a thing for one-off letters any
more, so we can tidy up the code a bit by removing the parts of the flow
that are accounting for them.

ec2f36d054 Let platform admin users use a contact list
Platform admin users now have a link to upload a contact list. This
commit gives them access to the page where they can use this.

Once this commit is merged we have a way of testing the whole flow end
to end, without giving it to all users yet.

f76a9e787a Move skip links underneath the text box
If we add another link under it will look weird having two under and
one off to the side. It looked sort of balanced when it was just one
off to the side and one under.

Having all the links under the box makes it less visually noisy.

ee9f348ce4 Update all links to use GOVUK Frontend style
Includes:
- turning off :visited styles to match existing
  design
- swapping heading classes used to make links bold
for the GOVUK Frontend bold override class
- adding visually hidden text to some links to
make them work when isolated from their context

We may need to revisit whether some links, such as
those for documentation and features, may benefit
from having some indication that their target has
been visited.

74fb30ce5f Add GOV.UK Design System style back links
The Design System has standardised on back links being at the top of the
page, decorated with a small text-coloured arrow.

I think this makes more sense than having them at the bottom, because it
suggests, in some way, being able to go back before commiting to any of
the forms on the page. Whereas the things at the bottom of the page
should be performing actions on what’s in the page.

The reason for making this change now is that it de-clutters the area
around the green buttons. This was presenting a design challenge where
multiple levels of interaction were happening in the same form. Moving
these back links to the top of the page should mean that, in these
complicated forms, there’s one fewer thing to compete for the user’s
attention.

I’ve componentised this into a `page_header` macro so that the change is
easier to roll out and maintain.

cf07579a6b Correct name of forceFocus data attribute
Data attributes need to be '-' separated strings
in the HTML to appear as camelCase keys in the
`.dataset` (`.data()` in jQuery) property.

This corrects the assumption that the camelCasing
would carry through from the HTML.

8d5e7e70ab Prevent autofocus when page has scrolled
If users scroll a page with an autofocus component
on so it is off-screen it seems safe to assume
they won't want it focused if they return to it.

This prevents that happening.

This adds a data-attribute flag to allow this
behaviour to be overridden.

We have some situations where the assumption here
isn't appropriate, for example on pages where the
component with autofocus is in a sticky element.
This means it will appear offscreen when the page
loads but, when its parent becomes sticky, will be
visible again.

7fa377ab76 Fix spacing on upload link when not inside sticky
We adjust the spacing under the textbox when doing the send one off
flow. This was based on the assumption that there would always be a
sticky header in the send one off flow.

This assumption is no longer true, so this commit implements the same
spacing in an independent way.

60f7aef3f7 Remove sticky textbox for one-off text messages
The idea behind the sticky textbox on this page is so you can scroll
through a long email or letter to find where in the message the
placeholder appears, while still being able to see the textbox you
should be typing in.

With text messages, they’re hardly ever long enough for anything to be
off the screen – ie no scrolling is required.

However if the user does scroll, they can end up covering the message
content with the sticky top panel. Which then looks like the message
has disappeared, so they click ‘back’ in the browser, then click into
the message again to make the page reload.

This commit removes the stickyness when sending from a text message
template.
