348e29fb40 - Removed links to the gov uk stylesheets
- Deleted /stylesheets folder
- Removed sass build from gulpfile
- Changed gov links to usa links
- Changed other govuk styles, like breadcrumbs
- Changed name of uk_components file to us_components
- Fixed a few tests that broke on account of the changes

92d25f5a69 Convert frontend display to be just UTC (#540)
This changeset converts the display of dates and times to be just UTC to match the recent changes in the backend.  This unwinds a bit of work that was done previously and allows us to start with a clean slate in how we want to approach displaying dates and times going forward. It also adds a bit of explanatory text to help users.

0f0b8b8ae4 Move back link outside of main where it was used in the page header
The page_header macro includes an optional back link. Since the
page_header is always used inside `<main>`, where the back link should
not be, this stops setting the back link in the page header and instead
sets it in the new `backLink` block.

498092f9ac When a letters has passed our validation but is not the postal provider
is unable to print the letter we need to mark the letter as failed.
If we mark the letter as a technical-failure, we say that we will fix
the issue, which is wrong because we can not fix the issue.
If we mark the letter as validation-failed, the letter is in wrong
bucket so the letter is not viewable/downloadable by the client.

This PR updates the message for a letter marked as permanent-failure to
better reflect what has actually happened.

4df99bd27f Don’t allow paragraphs without class attribute
All paragraphs should have class="govuk-body", or be otherwise
custom-styled. This commit adds some extra checks to our test fixture
that looks for paragraphs that don’t have any styling. Our test coverage
is pretty good, so this should check almost all pages, and prevent
regressions.

I’ve done this in such a way that it can be extended for other elements
(e.g. links) in the future.

a2929ad748 Delay AJAX calls if the server is slow to respond
By default our AJAX calls were 2 seconds. Then they were 5 seconds
because someone reckoned 2 seconds was putting too much load on the
system. Then we made them 10 seconds while we were having an incident.
Then we made them 20 seconds for the heaviest pages, but back to 5
seconds or 2 seconds for the rest of the pages.

This is not a good situation because:
- it slows all services down equally, no  matter how much traffic they
  have, or which features they have  switched on
- it slows everything down by the same amount, no matter how much load
  the platform is under
- the values are set based on our worst performance, until we manually
  remember to switch them back
- we spend time during incidents deploying changes to slow down the
  dashboard refresh time because it’s a nothing-to-lose change that
  might relieve some symptoms, when we could be spending time digging
  into the underlying cause

This pull request makes the Javascript smarter about how long it waits
until it makes another AJAX call. It bases the delay on how long the
server takes to respond (as a proxy for how much load the server is
under).

It’s based on the square root of the response time, so is more sensitive
to slow downs early on, and less sensitive to slow downs later on. This
helps us give a more pronounced difference in delay between an AJAX call
that is fast (for example the page for a single notification) and one
that is slow (for example a dashboard for a service with lots of
traffic).

d0f3875d29 Slow down the update interval on the dashboard
Dashboard is the most intensive page we AJAX, and also the highest
traffic one. We’ve already slowed it from 2 to 5 seconds, this slows it
further to 20 seconds to reduce the load.

This leaves other pages (for example looking at a single job) at the
platform-level default of 5 seconds, because we think they cause less
load and the real-timelyness isn’t critical to people’s business
processes.

For looking at a single notification we know from research that someone
sending these one-at-a-time often waits to see if they’re delivered,
so let’s bring this back down to the previous value of 2 seconds.

  for the GOVUK Frontend bold override class
- adding visually hidden text to some links to
  make them work when isolated from their context

We may need to revisit whether some links, such as
those for documentation and features, may benefit
from having some indication that their target has
been visited.

46e16c64fc Say ‘Uploaded’ for one-off precompiled letters
This calls back to what the user has actively done. _Provided as a PDF_
is more passive and suitable for PDF letters sent using the API.

904007201f Make date of sending relative
This is a friendlier and better way of showing dates anywhere except in
a report which might be archived and referred back to later.

Bit trickier to implement here because a dat requires ‘on’ beforehand,
but we don’t say ‘on today’ in English.

78ac345148 Put day of week on
This helps people understand how delivery dates fit into the week,
because if sending a letter spans the weekend it will take a bit longer.

We can remove `|string` now because `utc_string_to_aware_gmt_datetime`
now accepts datetimes.

f3bb93f460 Replace straightforward buttons and links styled like buttons
This replaces the buttons that aren't part of a macro and that we don't
need to write additional styles for with their govuk-frontend equivalent.

There were some links that were styled to look like buttons, so these
have also been replaced with the new govuk-frontend macro.

There was one button on the `choose-account.html` template that was in a
section of code that was never reached - this has been deleted.
