Convert SearchFields to GovukSearchFields

Browse Source 
Changes those fields in the following forms:
- SearchByNameForm
- SearchUsersByEmailForm
- SearchUsersForm
- SearchNotificationsForm

Includes changes to templates that use this form
and associated tests.
