Add a page to choose a contact list You’ll be able to use a contact list by first choosing a template, then choosing the list you want to use. At the moment this shows all lists, not just the ones that are compatible with your template.

Don’t allow paragraphs without class attribute All paragraphs should have class="govuk-body", or be otherwise custom-styled. This commit adds some extra checks to our test fixture that looks for paragraphs that don’t have any styling. Our test coverage is pretty good, so this should check almost all pages, and prevent regressions. I’ve done this in such a way that it can be extended for other elements (e.g. links) in the future.

Harmonise the typography when listing uploads 24px with 19px is what we use on the uploads page. On notifications page we use 19px with 16px. There’s some loose idea that the bigger size is for items that contain other items. This also increases the line height for recipients of PDF letters to make things line up.
